SCOPE OF WORK - Contractor to provide crew size(s) and hourly rates for all personnel - see RFQ - only available electronically at http://ideasec.nbc.gov/j2ee/login.jsp. Also provide the firms resume with names and phone numbers for contacts (best value/ past performance and experience) Exotic vegetation control on San Diego National Wildlife Refuge Purpose: The purpose of this agreement is to provide control of isolated infestations of exotic vegetation, including saltcedar (Tamarix ramosissima) and fennel (Foeniculum vulgare) in several locations on San Diego National Wildlife Refuge (SDNWR). Program Responsibility: The contractor shall assist refuge staff by conducting exotic vegetation control measures on SDNWR. The Refuge Biologist has identified 7-10 minor infestations of saltcedar and a comparable number of similar infestations of fennel. Because these infestations are relatively isolated occurrences surrounded by upland areas, re-infestation is less likely than if the sites were Adownstream@ (literally and figuratively) from sources of seed sources of these species. Work will commence after August 1 2005 and may be conducted at any time during the following year. Work will consist of 1) cutting of all saltcedar trees to within 15 cm of the ground, using a chain saw or other device which will cut the tree off quickly, 2) application of Pathfinder II J herbicide or 25% Garlon 4 (which is 62% triclopyr), diluted in generic food grade vegetable oil at a 1:3 ratio, to the cut stumps within two minutes of cutting, 3) application of 5% solution of glyphosate-based herbicide (e.g., Roundup), to growing fennel prior to anthesis; 4) re-treatment of fennel approximately 3-4 weeks after the initial application, as necessary to kill plants that were not killed by the first application; 5) coordination as needed with SDNWR staff; and, 5) provision of technical advice to SDNWR staff as appropriate. If treated saltcedar stumps re-sprout following winter 2005-2006 rains, sprouts will be cut and re-treated. Items 1 and 2 are to be conducted in accordance with the Pesticide Use Permit (PUP) applicable to this project. Cut saltcedar will be left on the site, where it will provide cover for wildlife until it decays. To minimize potential for deleterious effects to wildlife due to vehicles, the contractor shall park as directed by the Refuge Biologist, and carry all equipment and materials to the site on foot. The FWS is responsible for law enforcement within SDNWR. Supervision of activities of all parties relating to management of federally endangered species, including coastal California gnatcatcher (Polioptila californica californica) and Quino checkerspot butterfly (Euphydryas editha quino) is the responsibility of the Refuge Manager of SDNWR. FWS staff are responsible for assuring that contractors have legal access to the proposed treatment areas. FWS will provide the contractor with Arcview shapefiles and/or hard-copy maps indicating the location of the saltcedar and/or fennel infestations. Authority: These National Wildlife Refuges are established in part, A...for the protection and preservation of endangered and threatened species and their habitat@. (50 CFR 25.11) Contractual Time Frame: August 1, 2005 through August 1, 2007 Scheduling: The contractor shall coordinate scheduling of treatment of exotic vegetation with the Refuge Manager or his designated representative. Equipment: Contractor is responsible for providing all necessary equipment for operation of the program including chain saws, fuel, spray application equipment, herbicides, personal protective equipment, and vehicles. Reporting and Payment: The Refuge Manager or his designated representative shall issue a task order for treatment of a specific infestation of saltcedar or fennel. The contractor shall submit an invoice for treatment of that infestation, and upon completion of the work specified in that task order, receive payment. Subsequent task orders shall be issued until the amount of money paid on this contract reaches $25,000.00, or until further effective vegetation control cannot be accomplished without exhausting the $25,000.00 available for this project. Completion of project. The contractor shall report completion of saltcedar or fennel treatment prescribed on a task order to (Refuge Biologist) John Martin within 48 hours of completion. Inspection. The Refuge Manager or his designated representative will visit the work site within one week of completion of control activities, to ensure that the work is complete. Refuge staff will conduct an additional inspection in March 2006, to determine whether re-treatment of stump sprouts of saltcedar is necessary. The Service may withhold a maximum of 20% of the total amount of the agreement until re-treatment of stump sprouts is complete or is determined to be unnecessary. Budget: 2005-2006 Exotic vegetation control on San Diego National Wildlife Refuge The total budget for this project shall not exceed $25,000.00.
