Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes ar e being requested and a more detailed solicitation is available on the Vicksburg Consolidated Contracting Office (VCCO) Web Page at http://www.mvk.usace.army.mil/contract/ . Hardcopies will not be available. Solicitation Number W912HZ-05-T-0064 is bein g issued as Request for Quotes (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-05 Correction. This is 100% set-asid e for Small Business concerns under NAICS Code 561730 (SIC 0782) with the dollar amount of $6,000,000.00. The USACE, Engineer Research Development Center, Directorate of Public Works has a requirement for Grass Cutting Services. Specifications are as follows: The work to be done under these specifications consists of furnishing all necessary labor, materials, gas, oil, tools, chemicals and equipment necessary to cut and trim grass and weeds. The first bi-weekly cutting performed under this contract shall be the week 4 September following the Labor Day holiday. Grass cutting for each area shall include uniform cut of the entire area; trimming at all obstructions, shelters, building foundations, trees, sumps and fences; edging of walkways, driveways, curbs, gutters and planting beds; and removal of grass and weeds from cracks in sidewalks, shelters, entrances, curbs, gutters, parking lots and edge of roads and streets. The areas and frequencies of mowing shall be as shown on the contract drawings. An area shall not be considered complete unless the entire area is mowed, trimmed, edged and serviced as specified herein. This includes removal of clippings as referenced. Once an area is started, contract personnel must remain in that area until it is finished. Other areas may be mowed simultaneously; however, each ar ea must be completed before that area is left. Height of Cut: The grass shall be mowed to a uniform height of 2 1/2 inches. Trimming/Obstructions: Trimming is an operation parallel to the ground. Trimming around trees, shelters, building foundations and other obstructions shall only be accomplished by hand power mowers, string trimmers, and hand tools. Other obstructions, fo r example, are valve boxes, fences around sumps, meters in the ground, paved and unpaved drainage ditches, downspouts on buildings, piping and conduits at buildings, pumps and transformers, power and telephone poles and guide wires, and individual plants a nd planting beds. No plant growth shall be allowed to grow from inside the valve boxes or cracks in equipment pads, drop inlets or catch basins. Portable items such as miscellaneous pipe, pallets, and other items weighing less than 75 pounds shall be mov ed by Contractor personnel for mowing, trimming, and edging. Areas under and behind trailers, ramps covered with lattice-work and any other areas that are difficult to maintain shall be considered as an obstruction. The same height of cut being accomplish ed by the riding mower in that area shall be maintained when using hand mowers, trimmers and other hand tools. Trimming shall occur at each mowing. Herbicides shall not be us as a substitute for trimming. Edging: Edging is an operation perpendicular to the surface of the ground. Powered edgers shall be used on all walkways, back of curbs, and other locations where edging is appropriate. All grass on the non-turf side of the edging shall be removed at the same time and frequency of clippings on sidewalks, streets, parking lots, etc. Edgers shall be shut off when walking from one work area to another. Edging shall be performed at each mowing. Herbicides shall not be used as a substitute for edging. Remov al of Debris: Areas shall be cleared of litter, wire, bottles, rock, and fallen bush and tree limbs, up to 6 inches diameter at the large end, from each mowing area before mowing begins. Debris shall be collected and put in the WES refuse area daily duri ng the mowing season. The Contractor shall also cut and remove brush, saplings and stumps up to 6 inches in diameter that interfere with the mowing and trimming operations. Surface drains and catch basins in the cutting areas shall be inspected after eac h mowing and cleared of any debris or vegetation that would dam or inhibit the flow of runoff water. All grass clippings shall be promptly removed from sidewalks, streets, parking lots and other affected paved areas on the same day the grass is cut. Clip pings may be deposited in the WES refuse area. Clipping removal shall be included in the contractor's unit price. Scalping: Extreme care shall be taken by the Contractor to assure that no scalping occurs in any area or location. Should scalping occur, the Contractor shall be responsible for the immediate repair of the area by resodding with healthy grass sod. Start date for this procurement is 6 September 2005. Award shall be made to the responsive and responsible offeror whose quote is determined to be the lowest price. FAR Provision 52.212-1, Instructions to Offerors  Commercial, applies to this acquisition. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer.
