Description
The Directorate of Contracting at Fort McCoy, Wisconsin will be requesting bids to renovate 48 World War II era, wood framed, existing buildings in the 2700 - 2800 Blocks of Fort McCoy, WI in accordance with the specifications, drawings, and solicita tion/contract provisions. This requirement is subject to funds availablility. Funds are not presently available for this project. No award will be made under the solicitation until funds are available. The Government reserves the right to cancel this s olicitation either before or after the closing date. The magnitude of this requirement is more than $10,000,000.00. The anticipated period of performance is 150 calendar days and is not negotiable. Liquidated damages will be included in the resultant contract. The proposed contract will be a firm fixed price construction contract established using a Two-Step Sealed Bid (2 Step IFB) acquisition method, as an HUBZone competitive set-aside under the Small Business Competitive Demonstration Program. Only one award will be made. Performance and payment bonds will be required IAW FAR 52.228-15. A bid guarantee will also be required in the amount of 20% of bid price or $3,000,000, whichever is less. The FSC Code is Z163 and the North American Industry Cla ssification System (NAICS) code is 236220, size standard is $28,500,000.00. Scope of project includes renovation of the following quantity and type facilities within the 2700 - 2800 blocks to total 48 existing buildings: 9  require full renovation of B arrack or Support Barrack facilities; 16  require partial renovation of Barrack or Support Barrack facilities; 2  require minor partial renovation of Barrack or Support Barrack facilities; 1  require full renovation of a PX facility; 5  require partial renovation of Support Company Admin or Barber Shop (BS) facilities; 1  require full renovation of Reception Administration Supply facilites (some with and some without caging); 3  requires partial renovation of Administration or Supply facilites (some w ith and some without caging) facilities; 8  requires full renovation of Dining Facilities; 1  requires full renovation of a chapel facility; 1  requires full renovation of a small auditorium facility; 1  requires full renovation of a large auditorium f acility. The work consists of furnishing all plant, labor, equipment, materials, and transportation necessary to perform all required work in accordance with the plans and specifications for interior and limited exterior renovation. Typical renovation wo rk consists of, but is not limited to, performing asbestos abatement; demolition; interior framing; mechanical, plumbing, and electrical work; installation of doors and windows; installation of sheetrock to include taping, floating, texturing, and painting ; installation of flooring, sprinkler, fire, and alarm systems, and removal and replacement of exterior siding. This work shall be performed in strict accordance with all federal, state, and local regulations. Additionally, it shall be the contractors re sponsibility to obtain and submit all required permits for this work. The Solicitation package will be issued in the form of a Invitation for Bid (IFB), using 2-Step Sealed Bidding procedures, and will be available for downloading from the Internet on the Federal Business Opportunities (Fed Biz Opps) Website at address: www.fedbizopps.gov. No hard copies will be provided. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The solicitation is expected to be issued on or about 2 September 2005. A date/time for a pre-proposal conference/site visit will be specified in the solicitation. Interested HUBZone concerns are requested to respond, via emai l or fax, within 10 days of this synopsis, providing company name, address, point of contact, phone number, fax number, e-mail address, and bonding capability p er single job. Responses MUST reference the solicitation number cited above. This requirement is subject to funds availablility.
