Description
The purpose of this amendment is to provide a revised statement of work (SOW), to answer questions from the site visit held 5 August 2005, and extend the response date. The SOW and questions/answers (Q&A) follow this text. Offers are due by 3:00 p. m. on 24 August 2005. For a copy of the SOW and Q&A in Microsoft Word, please email a request. ----------------------------------------- AUGUST 19, 2005 STATEMENT OF WORK FOR STAR HILL CABLE PROJECT Purpose: Provide firm fixed-price to provide and install fifty (50) pair copper and twenty-four (24) strands fiber optic connectivity to Building 22601 located at the top of Star Hill, Fort Huachuca, AZ. Period of Performance: POP shall be 60 calendar days from the date of award of the contract. Technical References: For commercial buildings 1. TIA/EIA 568-1 - Commercial Building Telecommunications Cabling Standard Part 1: General Requirements 6. TIA/EIA 568-2 - Commercial Building Telecommunications Cabling Standard Part 2: Balanced Twisted-Pair Cabling Components 7. TIA/EIA 568-3 - Optical Fiber Cabling Components Standard 8. TIA/EIA 569 - Commercial Building Standards for Communications Pathways and Spaces 9. TIA/EIA 598 - Optical Fiber Cable Color Coding 10. EIA/TIA 606 - Administration Standard of Telecommunications Infrastructure 11. EIA/TIA 607 - Commercial Building Grounding (Earthing) and Bonding Requirements for Telecommunications 12. OSHA Construction Industry and General Industry Standards 1926.21(b)(6) and 1910.146 for Confined Space Entry. Note: Contractor is responsible for all blue stake and digging clearances and permits. All distances are approximate and contractor is responsible for verification. General Requirements: The Contractor must satisfy himself as to the conditions affecting the work outlined in this SOW. To prevent contract modifications, be prepared to perform work not specifically mentioned in this SOW, which serves to accomplish the o verall project objective. Specifically: 1. Trench 24 inches wide by 30 inch minimum depth, 1-inch minus shading, native backfill, approximately 100 ft from HH-31 west along Burt road. 2. Provide and install a 4ftX4ft concrete vault with racks, with AASHTO H-20 design load, diamond steel plate spring assisted lids. (Utility Vault part # 444-BL base and 44-332P cover or equivalent) 3. Provide and install 5/8 inch X 8' copper bonded ground rod and install grounding ribbon. 4. Provide and install two 4-inch steel conduit from HH-31 to new HH-30. Galvanized Steel Pipe (GSP) 5. Provide and install two 4-inch stub outs on the west side of new HH-30. 6. Provide asphalt cut from new HH-30 across Burt Road for 24 inch wide 30 inch minimum depth trench, 1-inch minus shading, native backfill, use two (2) steel 4 inch conduits on road crossing, provide asphalt patch, cap one (1) 4 inch conduit. 7. Provide Trench 6 inches Wide by minimum 30 inches deep from the end of conduit along the circle drive and follow the road around to the north side of the cemetery behind the restroom building. Trench up the hill to the building at the tower site. Appro ximately 2000 feet total. 8. Provide Trench 6 inches Wide by minimum 30 inches deep from the stub out on the west side of new HH-30 going southwest approximately one hundred thirty-five (135) feet to existing pedestal at base of existing pole. (Per attached drawings.) 9. Provide and install two hundred (200) pair 22AWG OSP cable from MH-43 thru HH-36, thru HH-35, thru HH-34, thru HH-33, thru HH-32, to HH-31. Approximately 3100 feet. Provide rodent protected OSP r ated copper cable. 10. Provide all materials and labor to splice two hundred (200) pair cable to existing six hundred (600) pair cable in MH-43. 11. Provide and install one hundred (100) pair 22AWG OSP cable from HH-31 to new HH-30. Approximately 135 feet. 12. Provide all materials and labor to splice one hundred (100) pair cable to two hundred (200) pair cable in HH-31. Leaving 100 pair available for future use. 13. Provide and install one (1) twenty-five (25) pair 22AWG OSP direct burial cable from HH-30 thru new trench to existing pedestal. Approximately 135 feet. 14. Provide and install one fifty (50) pair 22AWG OSP direct burial cable from new HH-30 under the road in available steel conduit thru new trench to the building on Star Hill. Approximately 2000 feet. 15. Provide and install splice pedestals at each splice location (approximately every 500 ft.). Install 5/8 inch ground rod at each splice pedestal and attach ground ribbon. Backfill trench and compact soil. 16. Provide all materials and labor to splice one hundred (100) pair cable to one twenty-five (25) pair 22AWG OSP direct burial cable and one fifty (50) pair 22AWG OSP direct burial cable. 17. Provide and install all materials and labor to splice new direct buried twenty-five (25) pair cable to existing twenty-five (25) cable in existing pedestal for the girl scout camp and the Post Cemetery. 18. Provide and install twenty-four (24) SM high grade fiber, rodent protected with steel strength member, from D Node in Building 22324 through existing man- hand-hole system and trench above, to the building on top of Star Hill. Approximately 7000 feet. Provide rodent protected OSP rated fiber optic cable. 19. Provide and install one (1) - one (1) inch flexible innerduct in existing manhole system. Approximately 5000 feet. 20. Provide and install three (3) inch steel conduit with one (1) - one (1) inch flexible innerduct from the end of the trench atop Star Hill up the south side of the east wall of building to a junction box of proper size to maintain minimum sweep radius f or copper and fiber cable. Penetrate the back of the box through the wall. Route fifty (50) pair through conduit and terminate inside to a fifty (50) pair protected terminal. Route twenty four (24) SM cable through innerduct. 21. Provide all materials and labor to install 24-fiber termination wall unit with four (4) six pack panels (6 SC SM connecters each) and terminate 24 SM cable inside building on Star Hill on south side of east wall. 22. Provide all materials and labor to terminate 24 strand SM fiber in existing fiber termination rack unit with SC connectors in D Node. 23. Label all cabling in each manhole, pedestal and terminal. 24. Provide and install pull string/robe in all ducts with a minimum of 5 feet at each end of the conduit. 25. Provide and install warning tape twelve (12) inches above cable in trench, and buried cable warning markers no less than every 250 feet or at each change in route direction, both sides of street crossings, pipelines, and buried power cables. 26. Test all cabling end to end through splices with a FLUKE test set or equivalent, 27. Demo old voice cable and messenger from the building and poles per drawing (Sheet C-2); do NOT remove any CATV. 28. Material submittals for equivalents, substitutions, or deviations shall be submitted 10 calendar days after contract award to the Contracting Officer. Equivalents, substitutions or deviations of material/equipment/parts etc. shall not be incorporated into the project until approved by the DOIM Project Manager. 29. Provide one (1) soft copy and two (2) hard copies of as-built drawings and test results. As-built drawings are required 10 calendar days after the final inspection and acceptance by the DOIM. Test results are required 5 calendar days after completion of testing, which DOIM will monitor. 30. The Contractor shall have a certified BICSI RCCD person on staff with three years experienc e in at least 2 large scale projects of this scope, and who will directly oversee the design and implementation of this project. A copy of the individual's resume must be submitted with your quote. 31. During the trenching/digging for this project, if the contractor or subcontractor encounters any artifacts or bones, they are to stop digging/trenching immediately. At this point he is to contact the COR immediately. The determination will be made as to what it is and the course of action. NOTE: This is not known to be a burial or artifact site. Completion time will be adjusted as is needed if this occurs. 32. Oak trees are not to be removed. 33. Contractor is responsible to rod suspected duct obstructions and report any blockage. Government is responsible for repair or manhole/duct system failures. 34. Contractor shall use construction entrance off Canelo Road, at Heritage Park Road, for access to the top of Star (Cavalry) Hill and new work in front of Cemetery. Construction traffic in the housing area on Andrews Road will be kept to a minimum and m ay be accesses off Christy Ave. Use extreme caution and barricade to protect children playing in the area of all work. 35. Contractor is responsible for removal and disposal of all demolished material. ----------------------------------------- Questions and Answers - Site Visit 5 August 2005 WR1QUS-5158-1000 Install Copper and Fiber Optic Cable Q1. Item 26. What test results does the government want A1. OTDR - both directions/wavelengths, in addition to FLUKE. See Technical References 3 and 4. Q2. Item 26. FLUKE test set--Is a specific model required? Can an 'agilant' be used? A2. Yes, as long as output is in a readable format, such as .cfm or .pdf. Q3. What back reflection? A3. Back reflection - IAW TIA-526-7 and TIA/EIA-568-3. See references 3 and 7. Q4. Item 15. Is there a requirement to splice? A4. If it can be designed without a splice, it would be acceptable. Q5. Item 2. Does the government want a vault with a locking cover? A5. Yes. Q6. Item 6 requires two 4-inch steel conduits. Are these galvanized steel pipe/concrete encased? A6. The two 4-inch PVC conduits will be concrete encased by I3A standards. Divert and plate for traffic access to the Cemetery with proper barricades. Q7. The SOW requires 22-gauge cable. Will the government consider 24-gauge cable? A7. Yes, the government will accept 24-gauge cable. Q8. Will the government provide the contractor with a copper cut sheet for splicing? A8. Yes. Q9. Item 20 requires three (3) inch steel conduit with one (1) - one (1) inch flexible innerduct. Please clarify. A9. Change to one 4-inch steel conduit with three 1-1/4-inch innerducts; fiber in one, copper in the second, and one spare. Q10. Item 14. What type of termination is required? A10. 50-pair terminal, with gas protectors. See Item 20. Q11. Item 19 requires one 1-inch innerduct. Does the government want 1-inch or 1-1/4-inch innerduct? A11. Three 1-1/4-inch innerducts in existing duct.
