Description
FA6703-05-Q-0092. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA6703-05-Q-0092 is hereby issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04, effective 08 July 2005 and Air Force Acquisition Circular (AFAC) 2005-0517, effective 17 May 2005. The procurement is in accordance with the Small Business Competitiveness Demonstration Program with 8(a), HUBzone and Service Disabled Veteran Owned Small Business firms receiving preference will follow simplified acquisition procedures for commercial items in FAR Part 12, FAR Part 13 and FAR Part 19. The applicable North American Industry Classification Code (NAICS) is 238990 with a size standard of $12.0M. Dobbins Air Reserve Base, (Marietta) Georgia requires the following nonpersonal services: The contractor shall provide all labor, tools, equipment, transportation, materials, and other services required to perform the refurbishing/repainting of fifteen (15) fire rated steel hazardous material storage lockers and their containment grids, and to apply vinyl lettering on the refinished lockers. These lockers are located in different locations on Dobbins Air Reserve Base (DARB), (Marietta,) Georgia. The contractor shall be responsible for pickup, removal from the base, refurbishing of each locker and return of the locker to a pre-designated site determined prior to removal. All lockers removed from the base for servicing shall be returned no more that 14 working days after removal. The contractor shall provide a schedule identifying when/which lockers shall be removed and the return dates. This schedule shall be provided to the government with 10 calendar days after contract award. The government shall remove all locker contents 24 hours prior to contractor removing the locker. All prospective offerors are advised that due to budgetary constraints award of all 15 lockers may not occur. The contractor shall submit his/her quote on company letterhead in the following format stating the individual price for each CLIN as follows: CLIN 0001: 10-drum locker; CLIN 0002: 10-drum locker; CLIN 0003: 2-drum locker; CLIN 0004: 6-drum locker; CLIN 0005: 10-drum locker; CLIN 0006: 2-drum locker; CLIN 0007: 2-drum locker; CLIN 0008: 10-drum locker; CLIN 0009: 6-drum locker; CLIN 0010: 10-drum locker; CLIN 0011: 10?x8? locker; CLIN 0012: 6?x6? locker; CLIN 0013: 12-drum locker; CLIN 0014: 12-drum locker; and CLIN 0015: 10-drum locker. NOTE 1: All drum sizes noted are 55-Gallon. NOTE 2: The locker identified with CLIN 0001 will be accomplished first and will then become the replacement locker for the other lockers as they are picked up. Each CLIN annotates only one (1) locker, by size, and should be quoted per each CLIN. Period of performance will be 240 calendar days from date of contract award. One pre-bid site visit will be conducted on Monday, 29 August 2005 at 1:00 P.M., at building 812, Suite 106, 1538 Atlantic Avenue, Dobbins ARB, GA 30069-4824. Attendance is not mandatory, however, failure to attend will not relieve prospective offerors from responsibility for estimating properly the cost of successfully performing the work. This will be the only site visit conducted to familiarize the offerors with the project and locker locations. All interested parties should notify the Base Contracting Office, 94 CONF/LGC, by telefax at 678/655-5612 no later than 12:00 P.M., Friday, 26 August 2005 of their intention to attend the site visit. The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors--Commercial Items, shall apply along with FAR Clause 52.204-7, Central Contractor Registration (CCR). All prospective offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any Department of Defense (DoD) contract. This must be accomplished electronically at: http://ccr2000.com. Evaluation of quotes will be in accordance with FAR Clause 52.212-2, Evaluation-Commercial Items and will be based on price only. All prospective offerors shall have complied with FAR Clause 52.204-8, Annual Representations and Certifications-Commercial Items (JAN 2005) prior to submitting an offer. (This requirement must be completed electronically on-line at http://orca.bpn.gov ). FAR Clause 52.212-4, Contract Terms and Conditions--Commercial Items, shall apply. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses cited in 52.212-5 are 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.222-44, 52.232-33 and 52.222-41. Defense Federal Acquisition Regulation Supplement (DFARS) Clauses 252.232-7001, Disclosure of Ownership or Control by the Government of a Terrorist Country, 252.212-7000, Offeror Representations and Certifications-Commercial Items, 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies. FAR Clause 52.228-5, Insurance--Work on a Government Installation shall apply and will be incorporated into any resultant contract. Department of Labor Wage Determination 94-2133 (Rev 28), dated 05/23/2005 shall apply and be incorporated into the resulting contract.
