Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05 and DFARs Change Notice (DCN) 20050726. Standard Industrial Classification (SIC) code is 2399and the size standard is 500 employees. NAICS is 314999. This acquisition is for Brand Name items only and is a 100% small business set aside. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. The Brand Name purchase will be for Parachute Canopies as follows: Two (2) Each, Part # 730500, Performance Design Canopy Sabre2, 170 sq. ft., Silver/Blk; Six (6) Each, Part # 730800, Performance Design Canopy Sabre2, 190 sq. ft., Silver/Blk.; One (1) Each, Part # 730600, Performance Design Canopy Spectra 230, 230 sq. ft., Royal Blue/Silver; Twelve (12) Each, Part # E84193, Performance Design Reserve Canopy, PD-193R, Orange; Two (2) Each, Part# E84218, Performance Design Reserve Canopy, PD-218R, Orange. All color scheme layouts will be specified during award. Delivery is Freight FOB Destination Edwards AFB CA 93524. The Brand Name Justification follows: The Test Parachutist Program requires the use of Performance Designs Sabre 2 and Performance Designs Spectre canopies due to jump requirements at the AFFTC. These canopies are used to perform Advance Free Fall Trainer duties, Advance Free Fall Maneuvers, Test Jumpmaster duties for Static Line/Free Fall, Aerial Photography for upgrade jumps and test applications. Performance Designs is the only manufacturer of this type of canopy. When purchased from Square One Gear Parachute Sales the wait time is 6 to 8 weeks and the time factor is the most important element in regard to replacing current canopies. The Performance Designs Sabre 2 and Spectre canopies are the safest canopies on the market to date and due to the test applications used at AFFTC , safety is paramount. Timeliness in receipt of the new Performance Designs Sabre 2 and Spectre systems is necessary to prevent mission stoppage. The proposed Brand Name Purchase is the only known source that will meet the Test Parachutist Program and the Air Force requirement. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
