- The Veterans Integrated Service Network #7 (VISN7) Logistics Office (509/10N7/NLO), 1 Freedom Way, Augusta, GA 30904-6285 is contracting an 8(a) competitive contract for the W.J.B. Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209-1639. This contract effort will be set-aside as a Competitive 8(a) contract only and no other offerors will be accepted for the solicitation number 247-0353-05. The contractor shall provide all tools, labor, materials. permits, licenses and supervision for demolition and renovation as indicated in drawings and specifications for project 544-313, Renovate 4 West. Work includes but not limited to general construction, alterations, mechanical and electrical work, utility systems, elevators, solar energy system alteration, interior demolition, new interior construction, new finishes, carpet, sheet vinyl flooring, solid surface walls and countertops, casework, paint, multi colored coatings, acoustical ceiling, cement fiber board, new exterior construction, hollow metal frames and doors, wood doors, hardware, and necessary removal of existing structures and construction and certain other items. There are fifteen deductive bid alternates as a part of this solicitation for optimal fiscal responsibility. Evaluation factors will be Past Performance, Management Approach, Personnel Qualifications, and Pricing Schedule. Past Performance, Management Approach, and Personnel Qualification are significantly less than equal to Price. The NAICS Code for this procurement is 236220 with a small business size standard of $28.5-Million. The solicitation will be issued on/about August 19, 2005, with a proposal response of September 14, 2005. The estimated project dollar amount is between two(2) to five(5) million dollars. Any amendments to this solicitation will be available at the URL address and offerors are advised that they are responsible for obtaining amendments at the FedBizOpp website. Please complete the solicitation mailing list available on the web site as requested with in the solicitation package. Offers from only Certified Small Disadvantage Minority (8(a)) Contractors may submit a response for this solicitation announcement. Certification shall be submitted at the time of proposal response. A Pre-bid conference will be held on Wednesday, Augusta 24, 2005, at 9:00AM EST at the VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209-1639, Bldg 20 (Engineering) Conference Room. Eligible parties should be present with any questions or concerns regarding this solicitation. A Firm Fixed Price contract is anticipated and approximately 18 month period for completion.
