Assistant Operations Director PSC ISSUANCE DATE: 08/19/2005 CLOSING DATE: 09/06/2005 SOLICITATION NUMBER: PSC-05-048 (INL) SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The selected applicant must be eligible to obtain a Secret Level Security Clearance and will be subject to a security clearance investigation. The applicant's spouse or cohabitant may be subject to a background investigation. Denial of a SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. Proposals must include all of the following: 1) a resume, 2) an Optional Form 612 (OF 612) signed and dated, and 3) three written letters of reference including reference contact information. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation, Patrick Air Force Base, Florida. The Office of Aviation provides planning, operational and logistical support and contract oversight for the INL aviation counter-narcotics/counter-terrorism program in Latin America and Pakistan. The Office of Aviation performs this mission using a fleet of more than one hundred and seventy (170) fixed and rotary wing aircraft, 1,000 Contractor personnel, and 50 Government and personal services contractor personnel, operating in the United States, various Latin American countries and Pakistan. PURPOSE: The purpose of this professional services contract position is to serve as the Assistant Operations Officer for the Operations Division; to assist in the management of the total operations function of the Office of Aviation on a daily basis; to coordinate operational direction/guidance to and oversight/evaluation of contractor and host nation operations activities; to coordinate direction and oversight for contractor and host nation aviation training/standardization; and to perform pilot-in-command duties in fixed wing/rotary wing aircraft. The incumbent is required to develop, coordinate, and implement operational systems/procedures in support of Office of Aviation counter-narcotics operations. Position reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying Office of Aviation assets within or to OCONUS locations. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Chief, Operations Division. The Chief of the Operations Division provides general direction in terms of broadly defined aviation policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is considered to be correct and review of results is for timeliness and effectiveness. 2. STATEMENT OF WORK Develop, coordinate, organize, and implement comprehensive operational systems, and flight policies and procedures for the Office of Aviation. Assist in developing operational tactics and new training procedures through the Office of Aviation training/standardization staff. Coordinate aircraft operational/maintenance test flight activities direction and guidance to the contractor and host nation operations/maintenance activities and personnel. Provide technical input to the Chief of the Operations Division regarding oversight and evaluation of contractor flight operations. Assist and coordinate aircraft and personnel deployments to OCONUS narcotics source countries. Provide aircraft operational/maintenance test flight guidance to and coordination with Senior Aviation Advisors at OCONUS locations. Assume the role of the Chief of the Operations Division in his/her absence. Assist the Chief of the Operations Division in the collection, review, and dissemination of data on aviation tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. Maintain staff liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to Office of Aviation operations. Perform Supervisory Pilot duties in fixed or rotary wing aircraft. Serve as technical advisor to aircraft accident investigation boards. 3. MINIMUM REQUIREMENTS General knowledge of Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. Knowledge of tactical employment of fixed/rotary wing aircraft in a counter-narcotics/counter-terrorism operation, including capabilities, limitations and techniques of employment of Office of Aviation aircraft. Must have experience in aircraft operations/training management in a military or civil organization involved in the training and standardization of pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. Knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and Department of State flight operations procedures. Skill in the operation of fixed or rotary wing aircraft as an instructor pilot. Certification as a U.S. FAA Flight Instructor, Single and Multi-Engine Land or Rotorcraft Helicopter, or U.S. Military Fixed Wing Multi-Engine or Helicopter Flight Instructor qualification. Experience in the training of pilots under a formal standardization program, either civil or military. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with established DoS INL Office of Aviation Aircrew Training Program. Knowledge of and skill in operation of desk top computer based word processing systems. Knowledge of U.S. Government contract administration procedures is desirable. 4. COMPLEXITY The incumbent assists in supervising flight standardization oversight of U.S. Government, contractor and host nation pilots operating in four countries and at multiple forward operating locations. The incumbent supervises the development of multi-national/multi-cultural pilot training programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from staff officers, consults with the Chief of the Operations Division regarding ongoing projects, provides guidance to Office of Aviation Standardization Pilots, contractor, host nation and operations personnel, and oversees implementation of the program. The incumbent performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectivity, and flight safety of aviation operations in support of the counter-narcotics mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required, in accordance with DoS INL Office of Aviation Aircrew Training Program, to complete an FAA second-class medical examination annually. 6. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections. Flight duties are performed in fixed or rotary wing aircraft at the main base at Patrick AFB, Florida; however, the incumbent may be required to perform flight duties at an OCONUS field site under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at these sites. 7.
