Description
The proposed simplified acquisition listed herein is a 100 percent Small Business Set-Aside. The NAICS code is 541990. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management has issued a Request for Quote (RFQ) for the Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Policy, Planning and Budget (OPPB) to support the development of training modules and the delivery of training on behalf of the OPPB?s Planning & Performance Measurement and Extramural Policy Teams. The anticipated period of performance shall be six (6) months. Only electronic copies of the solicitation will be available. Quotes will be due August 29, 2005. TITLE: Support for Training Module Development and Training PERIOD OF PERFORMANCE: September 1, 2005 ? March 31, 2006 PURPOSE: The purpose of this acquisition is to support the development of training modules and the delivery of training on behalf of the Office of Policy, Planning and Budget?s (OPPB?s) Planning & Performance Measurement and Extramural Policy Teams. This procurement will enhance the ability of the OPPB to address, coordinate, and implement its activities in a timely and effective manner. In particular, projects will focus on training for members of SAMHSA?s National Advisory Council and Advisory Council on Women?s Services, as well as for SAMHSA staff on updates to extramural policies and the grant planning process. SCOPE OF WORK: In completing this purchase order, the Contractor shall perform the following tasks: (1) Develop a training module for members of the SAMHSA National Advisory Council (NAC) and the Advisory Committee on Women?s Services (ACWS); (2) deliver at least two training sessions for NAC and ACWS members; (3) design a training program for SAMHSA staff on the grant planning process and updated SAMHSA Extramural Policy Statements (SEPS); and (4) review and revise policy documents, as needed. Task 1: Develop a training module for members of the SAMHSA National Advisory Council (NAC) and the Advisory Committee on Women?s Services (ACWS). The training module should be a stand-alone training module that can be delivered by any trainer, and should cover information about SAMHSA, matrix areas, key staff, roles and responsibilities of Council members, ethics, conflict of interest, and the dual review process. The module shall include course objectives (e.g., a list of skills, competencies, and/or outcomes to be achieved/attained) for the training, an annotated course outline/curriculum with visual aids (e.g., a PowerPoint presentation) for the trainer, and a means of evaluating the training (e.g., evaluation form). A set of hard-copy materials for reproduction* (e.g., PowerPoint slides, notebook materials, handouts) shall accompany the module for distribution to participants in the training. These materials shall be accurate, up-to-date, and contain sufficient information to ensure that a new council member could become familiar with and understand the information without prior training. Specific content for the trainings shall be developed in consultation with the Government Project Officer (GPO), lead OPPB staff for the NAC and ACWS, and the Team Leader, Extramural Policy Team. * PRINTING AND DUPLICATION: Printing and high volume duplication under this contract are prohibited except in the following situations: a. The Contractor may duplicate or copy less than 5,000 units of only one page, or less than 25,000 units in aggregate of multiple pages for the use of a department or agency. This page limit is per requirement and not per contract. These pages may not exceed a maximum image size of 10 by 14 inches. b. The Contractor may print an individual order costing not more than $1,000, if the work is not of a continuing or repetitive nature, is certified by the Public Printer, and the work is included in a class of work which cannot be provided more economically through the Government Printing Office. Waivers may be obtained from the Joint Committee on Printing HHS Printing Officer at (202) 690-5521. c. The cost of any unauthorized printing or duplicating under this contract will be considered unallowable costs for which the Contractor shall not be reimbursed. Task 2: Deliver at least two training sessions for the NAC and ACWS. The Contractor shall deliver at least one half-day training session for each of the two identified advisory councils? membership, for a minimum of two training sessions. Task 3: Design a training program for SAMHSA staff on the grant planning process and updated SAMHSA Extramural Policy Statements (SEPS). The Contractor shall first consult with various individuals at SAMHSA, including program staff, Request for Applications (RFA) coordinators, the GPO, the lead policy analyst for grants, and the Team Leader, Extramural Policy Team, in order to gather information about the training needs of program and Office of Program, Analysis and Coordination (OPAC) staff relevant to grant program design and announcement development. The Contractor shall also review updates to extramural policy to determine how information should be communicated to staff via the training program. Task 4: Review and revise policy documents, as needed. Upon consultation and request of the GPO and Planning, Performance Measurement and Management (PPM)/Extramural Policy team leader, the Contractor shall review and revise/update documents relevant to Tasks 1 and 3. SCHEDULE OF DELIVERABLES: Task 1: Develop a training module for members of the SAMHSA National Advisory Council (NAC) and the Advisory Committee on Women?s Services (ACWS). -Initial meeting to discuss the SOW, define time frame and discuss goals - Week 1 of Award -Develop draft training module(s) - Week 6 of Award -Meet with OPPB staff to discuss module - Week 8 of Award -Finalize Training Module - Week 12 of Award Task 2: Deliver at least two training sessions - at least one each -- for the NAC and ACWS. -Initial meeting to discuss the SOW, define time frame and discuss goals - Week 1 of Award -Work with OPPB staff to schedule trainings and arrange for necessary space and materials - Week 14 of Award -Conduct trainings - Week 21-29 of Award -Submit evaluation results - Week 30 of Award Task 3: Design a training program for SAMHSA staff on the grant planning process and updates to SAMHSA Extramural Policy Statements (SEPS). -Initial meeting to discuss the SOW, define time frame and discuss goals - Week 1 of Award -Consult with SAMHSA staff - Week 6 of Award -Develop draft plan - Week 10 of Award -Meet with OPPB staff to discuss - Week 12 of Award -Finalize Training Program - Week 14 of Award Task 4: Review and revise policy documents, as needed. -Initial meeting to discuss the SOW, define time frame and discuss goals - Week 1 of Award -Work with OPPB staff to identify documents needing review and revision - Week 8 of Award -Review and revise documents - Ongoing, beginning Week 8 of Award EVALUATION CRITERIA: 1. The Offeror demonstrates knowledge of SAMHSA policies and programs as it relates to extramural policy, planning and performance measurement (40 Points). 2. The Offeror demonstrates a clear knowledge of the objectives, organization, and operation of relevant offices and agencies (30 Points). 3. The Offeror clearly demonstrates their competence in and understanding the requirements set forth in the Statement of Work (15 Points). 4. The Offeror proposes a detailed technical approach to accomplishing the requirement of the procurement (15 Points). PAYMENT SCHEDULE: Payments will be made upon receipt of each deliverable, upon receipt of Contractor invoices for time spent and work completed, and pending GPO review of adequate progress toward successful completion and submission of deliverables.
