Description
The National Cancer Institute (NCI), Office of Communication (OC), Office of Cancer Information Services (CIS) plans to procure on a sole source basis with Taylor & Francis, Inc., 325 Chestnut Street, Philadelphia, PA 19106 for the publishment of a 14 article (175 page) special supplement issue of the Journal of Health Communications. The CIS is responsible for supporting and encouraging the development of cancer information and education programs at the local, regional, and national levels. The CIS is the voice of the NCI. As the nation?s foremost source of cancer information, the CIS applies a unique health communications model to bringing the latest research findings on cancer prevention, detection, treatment, and supportive care to the nation. Through the CIS Research Program?s research ventures, investigators are able to partner with the CIS to collaborate on the planning, implementing, and disseminating of findings from applied research studies. This special supplement will contain multiple articles on cancer-related, research-based findings, outcomes, and models that are applicable to the CIS? Research Program. The journal supplement will be distributed by the CIS from the NCI Warehouse to new national partners, potential health communications research partners, used by regional CIS offices, and distributed to other Federal agencies with which we collaborate or are seeking collaborations. The supplements will be provided to these partners in advance in preparation for the late Fall 2006 Regional Meeting. Literature of this nature is particularly important as a means to report results of supported research, to promote awareness and utilization cancer information, and to document the history of national service programs. This peer-review Journal increases NCI?s ability to reach readers who have interest in this important NCI program. Readership of the Journal includes stakeholders who have followed the progress of the CIS program over its 30 year history and who track the progress of health communications research and integration of results into practice. All Taylor & Francis journals have their own web pages with editorial contacts, guidelines for authors and recent and past tables of contents. Articles are also available online to institutional subscribers free of charge. In addition, tables of contents from all the journals are included in SARA (Scholarly Articles Research Alerting), a service designed to deliver by email before publication, tables of contents for any issue to anyone who has requested the information. Taylor and Francis will publish the special supplement to the Journal of Health Communication within a 3 months time frame ensuring the CIS would be able to send out the supplement to all recipients who will need a copy well in advance of the Fall 2006 Regional Meeting. Taylor and Francis is the only known vendor to the NCI end-user who meets the requirements and time table listed above to issue this special supplement in the Journal of Health Communication. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI end-user to determine if it can meet the requirements of this synopsis. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on August 29, 2005. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and may be emailed to Debbie Moore at dm170b@nih.gov or faxed (301) 402-4513. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA) in order to receive an award.
