Description
The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS/ International Affairs Office, intends to negotiate with the World Meteorological Organization, Geneva Switzerland, on a sole source basis in accordance with the authority of 41 U. S. C. 253 ( C ) ( 1 ) only one source to provide funding to the Group on Earth Observation ( EO) Trust Fund to be used in support of developing Countries for travel and per diem expenses while participating in Group on Earth Observation (GEO) meetings. Interested countries and organizations have collaborated to develop a Plan to ensure comprehensive and sustained Earth observations. It builds on and adds value to existing Earth observations systems by coordinating their efforts, addressing critical gaps, supporting their interoperability, sharing information, reaching a common understanding of user requirements and improving delivery of information, reaching a common understanding of user requirements and improving delivery of information to users. Essential steps are being taken over the next decade by global community of nations and intergovernmental, international, and regional organizations, to put in place a Global Earth Observation System of Systems. (GEOSS). NOAA has become a strong supporter of this effort. The purpose of the GEO-WMO Trust Fund will be to support the direct and indirect costs of GEO/GEOSS and its Secretariat as will as related GEO activities. The full cost of the GEO Secretariat contains direct and indirect costs. The World Meteorological Organization is the only one of its kind. They work closely with counterpoints in the other Earth?Observing United Nations agencies and programs to ensure and effectively coordinate roles, in the implementation of GEOSS. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract specialist. Note 22 applies.
