- The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS/Satellites and Information Services intends to negotiate with the California State University, Division of Curriculum and Instructions, Los Angeles, CA a sole source basis in accordance with the authority of 41 U. S. C. 253 ( c) ( 1 ) only one source to provide support for the Satellites and Education Conference to be held at the California State University, Los Angeles Ca The University assumed the responsibility to serve as host and conference planner for the past two years. The University is renowned for bringing together, through conferences, hundreds of educators from across the United States and other countries. This conference is one of a kind held in the United States with such a broad spectrum of attendees and programs. The conference is jointly funded by several organizations with interest in sharing innovative uses of satellite data, activities, experiences, and expertise. The University also provides Global teachers and educators with certification at this conference. Educators are provided continuing education credit for some of the course work. NOAA/NESDIS has a partnership between the university, federal agencies, and other organizations which is essential to the completion of this conference. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies
