- This is a special notice as the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), intends to negotiate a single source contract with the Louisiana Department of Fish and Game, Baton Rouge, Louisiana to provide detailed reporting on state managed fisheries in Louisiana under the authority of 41 U.S.C. 253c(1) as implemented by FAR 6.302-1. This contract will be procured using simplified acquisition procedures in accordance with the Federal Acquisition Regulations (FAR) Part 13, through Federal Acquisition Circular (FAC) 2005-5. The purpose of the order is to obtain a characterization of fisheries in the state waters of Louisiana. Specifically, the Government requires information detailing the gear types used in Louisiana, the nature and geographic extent of their deployment, the species targeted, the number of permitted vessels/fishermen using each gear, fishing effort, and comparisons with past data collected by the State of Louisiana and future projections for trends of each fishing gear type. The Government also requires information detailing each gear type?s known or suspected interactions with sea turtles and should describe the nature of monitoring programs that exist to document such interactions. Additionally, the Government requires information on state or local laws that affect recreational and/or commercial effort or that exist specifically to address bycatch of sea turtles in state fisheries. This effort is in concert with the Government?s authorization and obligation as set forth by the Endangered Species Act 16 U.S.C. 1531 to engage in activities critical to the protection and conservation of endangered and threatened species.
