Description
The Broadcasting Board of Governors/ International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisition Branch (M/CON/SA) intends to solicit, negotiate, and award a Purchase Order (Contract) on a sole source basis with Radyne-Comstream, 3138 E. Elwood St., Phoenix, AZ 85034. The NAICS code is 334220. The following contract line item will be procured: CLIN 1. DMD20 Universal Satellite Modem w/features; Quantity: 5 each. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253 (c) (1), Only one source and no other supplies or services would satisfy the Agency requirement. Raydne-Comstream is the manufacturer and only known supplier of the satellite modem that is compatible with the Agency?s existing satellite networks (i.e., Timplex, Scientific Atlanta and Cisco). The Radyne-Comstream product line is currently embedded into the World Wide Network as our satellite modem. The purchase of the DMD20 units is vital to maintain the above-stated critical distribution systems and thereby meet our global broadcasting mission. This Notice of Intent is not a request for competitive price quotations or proposals. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such statements of interest by 3:00PM EST, Friday, September 2, 2005 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
