POSITION DESCRIPTION Background The Resources Team is part of the Program Support Division of the Office of U.S. Foreign Disaster Assistance. The core functions of the Resources Team are management of contracts for program-funded personnel, procurement, procurement planning, and policy review and guidance. The Program Operations Specialist (POS) works closely with the Resources Team Leader to carry out these functions. The Program Operations Specialist requires experience working in government, an international organization, or a business setting, with responsibilities related to procurement, human resources, or other administrative services. Introduction The Office of U.S. Foreign Disaster Assistance (OFDA) is the office within USAID that is responsible for providing non-food humanitarian assistance in response to international crises and disasters. OFDA is part of the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA) and is organized into three divisions under the management of the Office of the Director. The Program Support (PS) Division provides programmatic and administrative support including budget/financial services, procurement planning, contracts and grants administration, and communication support for OFDA?s Washington and field offices. The Disaster Response and Mitigation (DRM) Division is responsible for coordinating with other organizations for the provision of relief supplies and humanitarian assistance. DRM also devises, coordinates, and implements program strategies for a variety of natural and human caused disaster situations. DRM hires sector specialists to provide technical expertise in assessing the quality of disaster response. The Operations (OPS) Division develops and manages logistical, operational, and technical support for disaster responses and administrative support to all offices and operations. OPS maintains readiness to respond to emergencies through several mechanisms, including managing Search and Rescue (SAR) Teams, Disaster Assistance Response Teams (DARTs), and Washington-based Response Management Teams (RMTs). OBJECTIVE The Resources Team requires a Program Operations Specialist to strengthen its capacity to provide prompt, effective services in the areas of personal services contract (PSC) staffing and management, procurement, and administration, in support of the OFDA?s mission of saving lives, reducing human suffering, and mitigating the economic impact of disasters. STATEMENT OF WORK The Program Operations Specialist (POS) will be responsible for providing support for various operational aspects of the Program Support Division within the Office of U.S. Foreign Disaster Assistance. As directed by, and under the supervision of the Resources Team Leader or his/her designee, the POS will assist in carrying out functions related to management of contracts for program-funded personnel, procurement, procurement planning, office administration, and security. The POS will have primary responsibilities for some tasks and secondary responsibilities for others. - Personal Services Contracts (PSCs) and Staffing ? In conjunction with Resources Team Leader, serve as one of the PSC/Staffing points of contact for OFDA and the institutional contractor that provides recruiting and contract management services. Provide assistance and guidance in the development and writing of PSC statements of work. Assist the Resources Team Leader in managing the flow of work related to PSC contract actions. Ensure that all appropriate approvals for staffing actions are requested and received in a timely manner. Develop and maintain systems to track the flow of work related to recruitment and contract actions. Draft recurring reports on staff for the office and bureau. Process contract actions in agency procurement system (NMS) and financial system (Phoenix). - Procurement ? Develop and maintain systems to track and manage flow of actions related to procurement. In conjunction with Resource Team Leader, facilitate interaction between other OFDA teams and the Office of Acquisition and Assistance. Provide advice and guidance to assist OFDA regional and technical teams in development of contractible statements of work. Handle highly complex negotiated procurements of significant importance to OFDA. Determine types of contracts and negotiation authority to be used. Assist with preparation of justifications and inclusion of appropriate regulatory and statutory provisions. Collaborate in the development of evaluation criteria. Independently ensure contract is complete in every aspect, and be responsible for contract administration, including issues such as redirection of effort, and coordination of extension periods. - Recognize and resolve problems that impede the delivery of humanitarian assistance. Keep the Resources Team Leader informed at all times of the status of responses, and any potential problems which might arise that would require higher level intervention. - Serve as back-up point of contact for security clearances. Ensure that security clearances and requests for security clearances meet the Agency standards and appropriate regulations. Advise office personnel regarding status of clearance and the necessary documentation required. Maintain documentation regarding status of security clearances, requests for clearances, and expirations of current clearances. - Occasionally, and on an emergency basis only, negotiate emergency contract actions under the simplified acquisitions threshold during responses to international disasters. Locate appropriate sources for services and supplies related to the provision of humanitarian assistance. Ensure that services/supplies meet requirements, and that prices are fair and reasonable. Prepare documentation to support that the procurement conforms to acquisition regulations. - On occasion, serve as OFDA Duty Officer. - Serve twice a year as a member of Washington-based Response Management Teams (RMTs), which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. The duties on RMTs will be varied. SUPERVISORY RELATIONSHIP: The Program Operations Specialist works under the supervision of and reports directly to the Resources Team Leader or his/her designee. SUPERVISORY CONTROLS: The supervisor will set overall objectives. The employee and the supervisor together will develop deadlines, projects, and work to be done. BASIC QUALIFICATION AND SELECTIVE FACTORS: (Determines basic eligibility for the position. Candidates not meeting the basic qualifications and selection factors are considered NOT qualified for the position.) - A combination of experience and education equivalent to: - A Bachelor?s degree and three (3) years of experience involving human resources, administrative services, or other related business operations as a primary task of the position. Or - A Master?s degree and two (2) years of experience involving human resources, administrative services, or other related business operations as a primary task of the position. - Three (3) years of work experience in a position which involves government procurement, particularly PSC actions. - Ability to obtain a Secret level security clearance - U.S. Citizen or U.S. Resident Alien* * U.S. resident alien means a non-U.S. citizen lawfully admitted for permanent residence in the United States. QUALITY RANKING FACTORS: (Determines the ranking of qualified candidates in comparison to other applicants). The factors are listed in the order of importance from the highest to the least. QRF 1 Demonstrated knowledge of laws, rules, regulations and procedures governing contracting operations in Federal Procurement, and experience in the award, negotiation, and administration of contracts, grants and cooperative agreements; Experience with PSCs is preferred. QRF 2 Demonstrated ability to develop, plan, prepare and complete contracting documents based upon extensive research of issues and direct experience in procurement, procurement planning and the development of statements of work for government procurement. QRF 3 Demonstrated ability to communicate effectively in writing through the preparation of clear, concise reports, statement of work, memoranda, cables, and other official documents. QRF 4 Experience developing and maintaining tracking systems for procurement, human resources, or other administrative information, and demonstrated working knowledge of procurement or management database systems similar to the Agency?s New Management System (NMS). QRF 5 Demonstrated ability to perform a variety of tasks and functions concurrently, perform in high stress environments, and complete tasks with limited lead-time. BASIS OF RATING: Applicants who meet the basic qualifications and selection factor(s) will be further evaluated based on the quality ranking factors. Applicants are required to address each of the factors on a separate sheet describing specifically and accurately what experience, training, education, and/or awards you have received that are relevant to each factor.
