Description

This solicitation is for mechanical site preparation by drum chopping and construction of firelines with bulldozers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-447U-S-05-0054 is issued as a Request for Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. The Northern American Industry Classification System (NAICS) code is 115310 and the size standard in the missions of dollars is $6.0 million. This acquisition is a 100% hub zone set-aside. Work will be performed on the Catahoula, Kisatchie and Winn Ranger Districts of the Kisatachie National Forest. See attached maps for exact locations. The Contractor shall begin performance approximately August 8, 2005, and complete it within 105 calendar days. The performance period is mandatory. A firm-fixed price purchase order will be issued. Line items are as follows: Item 1 Site Prep by drum chopping and installing firelines 105 Acres $___________, with bulldozer on the Catahoula Ranger District Item 2 Site Prep by drum chopping and installing firelines 189 Acres $___________, with bulldozer on the Catahoula Ranger District Item 3 Mechanical Site Prep (Drum Chopping) on the 47 Acres $___________, Kisatchie Ranger District Item 4 Site Prep Brush Chopping on Winn Ranger District 140 Acres $___________. Payments under this contract will be made at the unit price per acre as accepted in the contract. Payment shall be full compensation for all labor, material, equipment, tools, transportation, and incidentals necessary to complete the work prescribed. FAR 52.212-2, Evaluation--Commercial Items is applicable. The Government will award the contract to that responsible vendor whose quotation conforms to the combined synopsis/solicitation that is considered most advantageous to the Government considering price and the price-related factors included in the combined synopsis/solicitation. These factors and subfactors are in descending order of importance; Factor One—Past Performance, Factor Two—Experience of Key Personnel, Factor Three—Quality Control/Maintenance of Equipment, Factor Four—Work Plan & Schedule, and Factor Five—Price. Offerors must submit a written technical proposal which addresses factors 1 through 5 as shown above in order to be considered as responsive. FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, must be completed and included with offer. These clauses can be accessed through the website http://www.arnet.gov/far/.
