- NASA/GSFC has a requirement for 61 ELEMENT TIP TILT DEFORMABLE MIRROR WITH A HIGH VOLTAGE DRIVER. NASA/GSFC intends to purchase the items from Boston Micromachines Corp (BMC)in accordance with the requirements of FAR 13.106, for the acquisition of supplies and services determined to be reasonably available from only one source. Our team has been working with the vendor to advance the use of the critical MEMS based deformable mirror technology for this mission. The BMC technology for the deformable mirrors is the only technology which uses a multi-faceted (non-continuous) deformable mirror surface with control of piston, tip and tilt for each of the separate facets. This technology is required to develop the GSFC VNC laboratory test bed and the test bed design is predicated around this technology. Any other vendors deformable mirror technology would require a completely new mission concept and a re-design of the laboratory test bed which is not cost effective and is time consuming. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. est. on the closing date above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
