Description
THE DEMOLITION, MINES AND GRENADES OFFICE OF THE ARMY FIELD SUPPORT COMMAND IS CONDUCTING A MARKET SURVEY OF INDUSTRY TO IDENTIFY POTENTIAL SOURCES INTERESTED IN THE MANUFACTURE OF THE M6 ELECTRIC BLASTING CAP. THE M6 ELECTRIC BLASTING CAP IS USED T O INITIATE HIGH EXPLOSIVES WHEN A SOURCE OF ELECTRICITY, SUCH AS A BLASTING MACHINE OR BATTERY, IS AVAILABLE. THE M6 BLASTING CAP IS WATERPROOF AND CAN BE USED IN UNDERWATER DEMOLITIONS, OR WHERE A WATERPROOF INSTALLATION IS DESIRED. IT IS ALSO USED AS T HE DETONATING ELEMENT IN CERTAIN LAND MINE FUZES. A RESPONDENT TO THIS MARKET SURVEY MUST HAVE AVAILABLE A MAJORITY OF THE SKILLS AND FACILITIES THAT ARE REQUIRED TO MANUFACTURE THE M6 ELECTRIC BLASTING CAP. THE M6 ELECTRIC BLASTING CAP IS AN ELECTRICALLY INITIATED PYROTECHNIC DEVICE USED TO INITIATE HIG H EXPLOSIVES WITH A BLASTING MACHINE OR OTHER SUITABLE SOURCES OF ELECTRIC POWER. THE M6 CAPS SHALL BE ENVIRONMENTALLY SEALED IN NON-FERROUS, CORROSION-RESISTANT, NON-MAGNETIC METAL CASING. THE SIDE-WALL THICKNESS OF THE CASING SHALL BE WITHIN THE RANG E OF 0.008 TO 0.0100 INCHES, OR AN ALUMINUM ALLOY CASING PER ASTM B209 5052D. THE LENGTH OF BLASTING CAP BODY SHALL BE 2.35 INCHES MAXIMUM AND 2.29 INCHES MINIMUM. THE OUTSIDE DIAMETER OF THE CAP SHALL BE 0.241 INCHES MAXIMUM AND 0.237 INCHES MINIMUM. C OPPER AND COPPER ALLOYS MAY NOT BE USED IN CONJUNCTION WITH CERTAIN EXPLOSIVES WHICH MAY CAUSE THEM TO REACT. THE M6 BLASTING CAP LEAD WIRES SHALL BE ELECTRICAL TYPE, TWO LEADS, INDIVIDUALLY INSULATED, AND SHALL FUNCTIONALLY INTERFACE WITH DEPARTMENT OF DEFENSE (DOD) STANDARD MILITARY BLASTING MACHINES M32, M34, M57, AND OTHER SUITABLE ELECTRIC SOURCES. THE DIAM ETER OF THE LEAD WIRES SHALL BE 25.3 MILS NOMINAL (AWG22) AND SHALL CONFORM TO ASTM B-33 STANDARD AND BE 143 TO 150 INCHES IN LENGTH. THE EXTERNAL ENDS OF THE WIRE SHALL BE STRIPPED 2.25 + .25 INCHES AND THE STRIPPED ENDS SHALL BE SHUNTED BY TWISTING THE W IRES TOGETHER OR WITH THE PROVISION OF A SHUNTING DEVICE. THE WIRE INSULATION SHALL HAVE A MINIMUM DIELECTRIC BREAKDOWN VOLTAGE OF 600 VOLTS. INSULATION WIRE RESISTANCE SHALL BE MINIMUM OF 2.4 X 106 OHMS. INSULATION SHALL BE BROWN IN COLOR AND BE SUITAB LE FOR USE IN UNDERWATER DEMOLITION. RESISTANCE OF M6 BLASTING CAPS, INCLUDING LEAD WIRES, SHALL BE NO MORE THAN 1.6 + .16 OHMS. M6 BLASTING CAP SHALL BE PROVIDED WITH A SPOOL (DRAWING 8830954) FOR IMPACT PROTECTION OF THE BLASTING CAP AND FOR WINDING OF THE EXTERNAL BLASTING CAP LEAD WIRES. THE BLASTING CAP LEAD WIRES SHALL BE NEATLY COILED AROUND THE OUTSIDE OF THE SPOOL IN AN UNTANGLED MANNER. EACH M6 BLASTING CAP SHALL CONTAIN AN OUTPUT CHARGE OF 12.4 TO 14.5 GRAINS (813 TO 943 MILLIGRAMS) OF RDX, TYPE A OR B, CLASS C, MILITARY EXPLOSIVE PER MIL-DTL-398. THE OUTPUT CHARGE SHALL BE CONSOLIDATED INTO THE NON-FERROUS, CORROSION-RESISTANT, NON-MAGNETIC METAL CASING IN FOUR INCREMENTS AT PRESSURE BETWEEN 5000 AND 6000 LB PER SQUARE INCH. CURRENTLY, STR ESAU LABS, SPOONER, WISCONSIN, IS THE ONLY QUALIFIED PRODUCER OF THE IGNITION MIX. IF THE QUALIFIED MIX IS NOT USED, DESIGN VERIFICATION TESTS WILL BE REQUIRED. ALL EXPLOSIVES USED IN THE PRODUCTION OF THE CAP SHALL HAVE BEEN MANUFACTURED WITH IN FIVE YE ARS OF THE DATE OF CONTRACT AWARD. THE M6 CAP, WHEN FUNCTIONED, SHALL HAVE SUFFICIENT EXPLOSIVE OUTPUT TO INITIATE ALL PAST AND CURRENT FIELDED MILITARY EXPLOSIVES, SUCH AS C4, TNT, HMX, LX14, PETN, A5, TETRYL, N5, RDX AND ALL PAXS AT THE SPECIFIED TEMPER ATURE REQUIREMENTS. THE M6 SHALL BE CAPABLE OF BEING INITIATED WITHIN 50 MICRO SECONDS BY AN ELECTRIC DC CURRENT OF NOT MORE THAN 0.45 AMPERES APPLIED TO THE LEAD WIRES, AND BY 16.3 MILLIWATT-SECONDS OF ELECTRICAL ENERGY APPLIED TO THE LEAD WIRES FOR A TI ME OF NOT LESS THAN 10 MILLISECONDS NOR MORE THAN 24 MILLISECONDS. TEN (10) M6 BLASTING CAPS CONNECTED IN SERIES THROUGH FULL LENGTHS OF THEIR LEADS SHALL BE CAPABLE OF BEING INITIATED BY THE APPLICATION OF A CURRENT OF 1.50 TO 1.51 AMPERES FOR A TIME OF 1.5 TO 1.6 MILLISECONDS. FIFTY (50) M6 BLASTING CAPS CONNECTED IN SERIES THROUGH FULL LENGTHS OF THEIR LEADS SHALL BE CAPABLE OF BEING INITIATED BY THE APPLICATION OF A CURRENT OF 1.50 TO 1.51 AMPERES FOR A TIME OF 1.5 TO 1.6 MILLISECONDS. M6 CAPS SHALL NOT BE INITIATED WITH AN ELECTRIC CURRENT OF 200 TO 210 MILLIAMPERES FOR THE DURATION OF 5 SECONDS. LEAD WIRES SHALL NOT BE SEPARATED FROM THE BLASTING CAP WHEN A PULL FORCE OF 5 POUNDS MINIMUM FORCE (LBF) IS EXERTED ON EACH LEAD WIRE WHILE THE BLAS TING CAP IS HELD STATIONARY. THE BLASTING CAP SHALL HAVE 99.9 PERCENT FUNCTIONAL RELIABILITY RATING. THE M6 BLASTING CAP SHALL FUNCTION AFTER THE ENTIRE CAP, INCLUDING THE LEAD WIRES, IS SUBMERSED IN WATER FOR NOT LESS THAN 4 HOURS AT A PRESSURE OF 50 PO UNDS PER SQUARE INCH (GAUGE). THE M6 BLASTING CAP SHALL REMAIN SAFE AND FUNCTIONAL AFTER EXPOSURE TO FIVE-FOOT DROP CONDITIONS SUCH AS ACCIDENTAL FREE FALL OF EXPLOSIVE DEVICE DURING HANDLING, MAINTENANCE OR ISSUE OPERATIONS. IF A RESPONDENT DOES NOT CURRENTLY HAVE ADEQUATE RESOURCES (TECHNICAL, MANUFACTURING, PERSONNEL, ETC) AVAILABLE, THE RESPONDENT MUST BE ABLE TO DEMONSTRATE HIS ABILITY TO OBTAIN THOSE RESOURCES IN A TIMELY FASHION. INTERESTED COMPANIES WHO FEEL THEY POSSE SS THE NECESSARY CAPABILITIES SHOULD RESPOND BY PROVIDING THE GOVERNMENT THE FOLLOWING INFORMATION; A BRIEF SUMMARY OF THE COMPANYS CAPABILITIES, DESCRIPTION OF FACILITIES, PERSONNEL AND MANUFACTURING EXPERIENCE THAT DIRECTLY RELATE TO THE PLANNED PROCURE MENT; ESTIMATED MINIMUM AND MAXIMUM MONTHLY PRODUCTION QUANTITIES, THE ASSOCIATED PRICES AND THE MINIMUM PROCUREMENT QUANTITY REQUIRED FOR PRODUCTION. A RESPONDENT SHOULD STATE IF THEY HAVE MADE THIS ITEM IN THE PAST. IF A RESPONDENT CHOOSES TO UTILIZE TH E SERVICES OF SUB-TIER VENDORS OR SUBCONTRACTORS, THOSE VENDORS OR SUBCONTRACTORS MUST MEET THESE CRITERIA. THE PLANNED PROCUREMENT MAY INCLUDE EFFORTS FOR MODERNIZATION AND CONTINUOUS IMPROVEMENT OF PRODUCT DESIGNS AND PRODUCTION PROCESSES. RESPONDENT S HOULD PROVIDE DESCRIPTION OF TECHNICAL ABILITY TO SUPPORT THESE EFFORTS.
