Description
The proposed simplified acquisition listed herein is a 100 percent Small Business Set-Aside. The NAICS code is 541611. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management has issued a Request for Quote (RFQ) for the Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Policy, Planning and Budget (OPPB) to provide assistance and support for the OPPB in the development of standard operating procedures (SOPs) and accompanying interactive materials for SAMHSA?s committee management staff. The anticipated period of performance shall be seven (7) months. Only electronic copies of the solicitation will be available. Quotes will be due August 29, 2005. TITLE: Support for National Advisory Council Activities PERIOD OF PERFORMANCE: September 1, 2005 ? April 28, 2006 PURPOSE: The purpose of this acquisition is to provide assistance and support for the Office of Policy, Planning and Budget (OPPB) in the development of four to 6 standard operating procedures (SOPs) and accompanying interactive materials for SAMHSA?s committee management staff. These documents will be used to assist in an agency-wide effort to systematically manage SAMHSA?s six National Advisory Councils/ Committees. SCOPE OF WORK: In completing this purchase order, the Contractor shall perform the following tasks: (1) gather the necessary information for the development of four to 6 NAC-related standard operating procedures; and (2) work with the appropriate units within SAMHSA to develop interactive programs that provide a standard electronic format (e.g., Microsoft Word, PDF, and Microsoft Excel) for completing required HHS and SAMHSA NAC reports. The contractor shall also carry out a variety of related tasks in support of this effort. Task 1: Develop NAC-related Standard Operating Procedures. The Government Project Officer (GPO) will identify four to 6 areas to develop SOPs related to NAC coordination and management. The SOPs may cover topics such as (a) developing Federal Register Notices; (b) preparing nomination packages; (c) completing required Federal Advisory Committee Act (FACA) reports; and (d) preparing rechartering packages. The contractor shall meet with the agency?s committee management staff; review current policy and procedures, comparing them to relevant laws, regulations, and Executive Orders; and review existing practices of SAMHSA and other HHS Operating Divisions (OPDivs). After completing this assessment, the Contractor shall develop four to 6 SOPs. The SOPs shall clearly describe each step of the process and reference relevant laws, regulations, and policies, as necessary. Sample letters, memoranda, forms, and charts are to be included as part of the SOPs, as appropriate. Task 2: Design System for Automated NAC Management Processes. Working with the agency?s technical representatives, the Contractor shall convert documents developed under Task 1 (e.g., vacancy chart, sample letters, and forms) into standard templates that will be used by the Agency?s committee management staff to track and complete FACA, SAMHSA, and HHS reporting requirements. The documents shall be put into a ?fillable? format that allows downloading to other sources. Final products shall be posted on a shared drive that is accessible to the SAMHSA committee management staff. SCHEDULE OF DELIVERABLES: Task 1: Develop NAC-related Standard Operating Procedures (SOPs). ?Initial meeting to discuss the SOW, define time frame and discuss goals ? Week 1 of Award ?Schedule meetings with committee management staff ? Week 2 of Award ?Meet with committee management staff ? Starting in Week 3 of Award and throughout, as needed ?Submit SOP Development Plan to the GPO ? Week 4 of Award ?Conduct appropriate research to explore factors affecting the documents ? As needed ?Develop SOPs ? Starting in Week 5 and throughout, as needed Task 2: Design System for Automated NAC Management Processes. ?Initial meeting to discuss the SOW, define time frame and discuss goals (in conjunction with meeting in Task 1 above) ? Week 1 of Award ?Initial meeting with technical staff ? Week 6 of Award ?Follow up meeting(s) with technical staff ? Ongoing, as necessary ?Convert forms, charts, etc. to electronic format and post on shared drive ? Week 20 of Award EVALUATION CRITERIA: 1. The Offeror demonstrates knowledge of SAMHSA policies and programs as it relates to extramural policy, planning and performance measurement (40 Points). 2. The Offeror demonstrates a clear knowledge of the objectives, organization, and operation of relevant offices and agencies (30 Points). 3. The Offeror clearly demonstrates their competence in and understanding the requirements set forth in the Statement of Work (15 Points). 4. The Offeror proposes a detailed technical approach to accomplishing the requirement of the procurement (15 Points). PAYMENT SCHEDULE: Payments will be made upon receipt of each deliverable, upon receipt of Contractor invoices for time spent and work completed, and pending Project Officer review of adequate progress toward successful completion and submission of deliverables.
