Description
This Request for Quote will be done using Simplified Acquisition procedures. The Warren Grant Magnuson Clinical Center is the clinical research facility of the National Institutes of Health (NIH). The Clinical Center provides patient care, services, training and the environment in which NIH clinicians-scientists creatively translate emerging knowledge into better understanding, detection, treatment and prevention of human disease. The Office of Financial Resources Management (OFRM), CC provides efficient and effective financial management of programs that fully support the CC and the NIH in meeting its goals and objectives. OFRM is responsible for managing all of the CC financial operations to include developing and monitoring the annual hospital operating budget; identifying Institute cost and volume utilization information; developing impact assessments for new protocols and initiatives; performing financial and workload audit and control functions; defining business requirements for new clinical information systems and supporting modules that document and monitor patient care. To assist in achieving its goal, OFRM began the design and development of a hospital Executive Information System (EIS) to allow participating NIH Institutes the ability to quickly access and analyze information across a broad range of hospital functions. The initial phase of the EIS initiative was to develop patient census dashboards for hospital and IC leadership. Each dashboard contains hospital patient statistics including inpatient and outpatient census, admissions, average daily census, etc. This was achieved in January 2004. Simultaneously, development was started and implemented in April 2004 for the creation of a hospital executive dashboard with key organization performance indicators including financial, human resources, patient safety, compliance and accessibility. The contractor shall provide all labor, design, tools, equipment, material and other items and services necessary for EIS Enhancements, Development, and Training. It is expected that this Request for Quote and the NAICS code for this requirement is 541511. The Government anticipates awarding a firm fixed price contract for a four month performance period. Firms responding should indicate whether they are a small business. Under this announcement, the CC/Office of Purchasing and Contracts is interested in identifying available sources capable of providing the required EIS Enhancements of addition and integration of day hospital reports to existing HTML document dashboards, addition of new data (discharge and patient data) to existing data model, object creation, report development and HTML document dashboard integration, addition and integration of hospital (length of stay) reports to existing HTML document dashboards, integration of all dashboard additions to existing MicroStrategy 8.0 .NET customizations, review of security roles (develop and implement new approach), overhaul database/speed query response time, and perform other system-wide enhancements; EIS Development of set-up, implement and test Enterprise Manager (user statistics module), perform analysis of activity dashboard data model, object creation, and report/dashboard development, provide report identifying design and implementation options and methods for centralized data collection; and EIS Training of Web Essentials course to Web Professional users. Sources having the capabilities necessary to meet this requirement are invited to submit quotations. Specific evidence of the offeror?s qualifications, five (5) years experience and achievements past and present in MicroStrategy applications and the specialty areas of Database Design, Data Model Design (MicroStrategy 7.0 and 8.0), Application/Metadata Design (MicroStrategy 7.0. and 8.0), HTML Document Design/Upgrade (MicroStrategy 7.0 and 8.0), Web Customization Using .NET and Changing Application Workflow (MicroStrategy 7.5 and 8.0), and System Administration (MicroStrategy 7.0 and 8.0) must be submitted with the quote. The Government reserves the right to make award on the best-value determination. The closing hours and date for receipt of Quotes is 3 p.m., local prevailing time, September 1, 2005.
