Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with Seascan for a digital refit to upgrade analog Multiple Opening and Closing Environmental Sensing System (MOCNESS) mounted video plankton recorder (VPR) system to digital components. MOCNESS, a set of sequentially opening plankton nets of different sizes with environmental sensors to record depth, temperature, and other water conditions, is used by scientists to study the distribution of ocean animals such as copepods and other small animals less than 5mm in length. The computer replacing the analog video tape recorders requires a much smaller underwater casing reducing the size and weight of the MOCNESS. The new software will allow plankton identification to be completed in real time. The North American Industry Classification System code is 334419. The small business size standard is 500 employees. Seascan designed and manufactured the current analog VPR system and has been involved with the VPR development for over 10 years. Seascan is the only authorized distributor of the plankton auto identification program. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to provide comparable and compatible equipment by August 31, 2005. No other information will be provided. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
