Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request For Quote (RFQ) Number is NAMA-05-Q-0034. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03 effective April 11, 2005. The Government reserves the right to make an award on the initial quote without discussions for this procurement. Award will be based on a best value determination, price and other factors considered. The responsible Offerors shall have the ability to meet the salient functional and technical requirements as listed below for the High Resolution Color Planetary Digital Book Scanners. The North American Industry Classification System (NAICS) code is 333315. All responsible sources may submit a quote that will be considered by the NARA. CLIN 0001 (2) each High Resolution Color Planetary Planetary Digital Book Scanners. CLIN 0002 12 month maintenance. PURCHASE DESCRIPTION: HIGH RESOLUTION COLOR PLANETARY DIGITAL BOOK SCANNERS ((2) EACH). The scanners will be used in the manner standard in archival operations for the digital imagining of books and other documents which are not suitable for flat bed scanning. Imagines will also be taken from severely damaged and deteriorated record which will then be digitally enhanced using imaging applications. The software applications provided with the scanners will be installed on an agency personnel computer (not part of this procurement) for the purpose of enhancing the images, tracking workflow, and bar-coding documents for easier retrieval. This software bundle shall be Windows XP operating system compatible. This specialized equipment will be used in the NARA Archival and Preservation Division for imaging and analyzing often unique and irreplaceable documents. The equipment must handle books and documents in various states of deterioration and ensure an absolute minimum possibility of tearing or damaging paper documents. Major NARA goals in the use of this equipment are the accurate creating of digital imagines for paper formats and digital enhancement of the images. The digital image will then be transferred via digital network to digital storage. SALIENT CHARACTERISTICS ARE AS FOLLOWS: This solicitation requires the delivery, and installation of two (2) high resolution color planetary digital book scanners. Provides high resolution capability at 100, 200, 300, 400 DPI, 24 Bit Color, grey scale up to 400 DPI, and black and white capable. Provides multiple options for image formats: jpeg compression selectable, tiff multi-page or single, and PDF single or multi-page. Operates at minimum scanner speed ? 12 pages per minute (5 sec per page @300 DPI) Provides copy bed formats: US letter, US ledger, C size (17? x 22?), variable up to maximum 16?x 23?, object thickness up to 7 inches. Provides production capabilities: automatic exposure, automatic book page separation, book-fold curvature correction, and automatic calibration. Provides following features: book cradle and foot pedal switch. Shall include software bundles for each scanner with following features: workflow management, image enhancement, electronic encoder, and barcode. Software shall be Windows XP compatible. Capability to interface to personal computer which is networked with a server for document storage. Uses a general-purpose personal computer for image correction calculation, storage, and manipulation. Provide installation, and training of hardware and software furnished. Delivery is required within 8 weeks from the date of the purchase order. Delivery will be to the National Archives and Records Administration, National Personnel Records Center, 9700 Page Avenue, St Louis, MO 63132. Installation is required within 16 weeks from the date of the purchase order.
