Description
The US Army Corps of Engineers, Portland District, intends to award a Firm-Fixed Price Contract to perform diving and construction services in the retrieval of the Juvenile Salmon Acoustic Tracking System, JSATS, which is currently deployed in the Mo uth of the Columbia River, MCR. The magnitude of construction is between $100,000 and $250,000. Performance will generally consist of providing a vessel suitable for safely lifting at least 5,000 lbs from the floor of the Columbia River and bringing each node to the surface and place on the deck of the salvage vessel or contractor provided barge. The vessel must be capable of holding a position, +/- 50 feet, over a specific latitude/longitude for a period of up to 2, TBR, hours. The nodes, 20 each, and retrieved cable, 20 500 foot lengths, must be recovered and delivered via vessel or barge to the West Docks in Astoria, Oregon. Diving services can only be provided by diving firms on the districts approved diver list; and be members of the Association of Diving Contractors. All dives will conform to the requirements of the latest edition of the US Navy Diving Manual, the US Army Corps of Engineers, USACE, Health and Safety Manual, EM 385-1-1, 3 Nov 03, USACE  Portland District diving regulation Divin g Operation by Contract, NPPR 385-1-93, 1 July 96, and the Association of Diving Contractors Consensus Standards and any other state or federal requirements. Dives will be in a maximum working depth of 65 feet; maximum exposure depth of 90 feet; water te mperature between 45-55 degrees; underwater visibility of 0 to 4 feet and in variable tidal conditions. This solicitation is open to all firms, small or large, under the Small Business Competitiveness Demonstration Program. Solicitation Number W9127N-05 -B-0017 will be issued via FEDBIZ http://www.fedbizopps.gov and will be posted on 30 August 2005. Sealed Bid Proposals will be due in the Portland District Contracting Office, located on the 10th floor of the Robert Duncan Plaza Building, 333 SW 1st Avenu e, Portland, Oregon 97204, NLT 2PM, PST, 20 September 2005.
