- The Government intends to solicit and negotiate on a sole source basis with The Whale Center of New England, P.O. Box 159, Gloucester, Massachusetts 01931 to investigate the behavior of humpback and finback whales relative to the sounds produced by vessel traffic within the Stellwagen Bank National Marine Sanctuary (SBNMS) and to characterize the sound fields the whales inhabit. The contractor shall provide scientific staffing expert in behavioral sequencing and data collection techniques with regards to humpback and fin whales. They shall also provide scientists expert in the photographic documentation of individual animals. They shall also provide scientists expert in the in-field identification of individual animals, including, but not limited to, life history data such as sex, date of birth, reproductive status, and tenure history with regards to SBNMS. The contractor shall provide a research permit under which the team will approach, tag and monitor fin whales and collect permit specific data relating to the reaction of animals to tagging needed for report writing and permit requirements. Performance period is September 1, 2005, or date of award, whichever is later, through August 31, 2006, with four one year options. Delivery to be F.O. B. Destination to the U.S. Department of Commerce, NOAA NOS, Stellwagen Bank National Marine Sanctuary, 175 Edward Foster Road, Scituate, MA 02066. Authority: 41 USC 253(c)(1). The FSC for this is F019and the NAICS Code is 541990, small business size standard is $6.0 million. The government intends to award a firm-fixed price purchase order for this requirement. The Whale Center of New England is the only know source capable of providing the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 PM August 30, 2005 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required items. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
