Description
The Moral Welfare Recreation Fund (IWMRF), a Non-Appropriated Fund Instrumentality (NAFI), under DLA Enterprise Services at the Defense Supply Center Richmond, Virginia, is seeking a concession contractor to provide cafeteria services in Bldg. 33, “I” Bay on the installation. Building 33 “I” Bay contains 21,600 sq. ft. of kitchen, serving, and seating area. The dining area is approximately 11,000 sq. ft. with a seating capacity of 300. Existing table and chairs can seat 250. The contractor shall also provided food service to remote customers in DDRV (Bldg. 54), DDMA (Bldg. 66), SAC (T-194), WACO (T-190), National Guard, and other remote work sites around the center. The contractor shall serve breakfast, lunch and may, at its discretion provide additional services such as; brunch or dinner. The contractor shall serve a selection of both hot and cold dishes, health food choices, including those that fit low-fat, carbohydrate and/or low calorie diets, food choices that accommodate different religious practices and carry-out services. The contractor shall provide the following services necessary for contract operations: general security for the facilities, maintenance to the exiting facilities, all utilities, except gas for cooking equipment, which the contractor shall pay directly to the Government’s gas service provider, and access to DSCR Today and Tomorrow/Elk Net to advertise and publish weekly menus and specials. The contractor at its own discretions, shall set prices for individual menu items, combinations of item or specials, provided that menu items or combinations may not increase by more than 10% in any given calendar year. The contractor will be obligated to pay fees regardless of profitability, temporary closure or shutdown of areas, closure of Center due to adverse weather conditions, terrorism or act of God, closure due to contractor failure to pass inspections, or contractor default of contract.
