Description
This is a source sought to locate additional sources who can manufacture Polartec blankets or equal with serge salbage stitching on all four sides finished Size: 90? X 67? in accordance with specification below. The blankets have to be manufactured in accordance with DFARS 252-225-7001, Buy American Act and Balance of Payments Program and DFARS 252-225-7012, Preference for certain domestic commodities, which is known as the Berry Amendment. The acquisition will be a base year with four option periods. Delivery is scheduled 31 Mar each year. The estimated quantity is around 1200 per year. The applicable NAICS Code is 314129 and the applicable size standard for this proposed acquisition is 500 employees. This synopsis is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract. The deadline for response to this notice is close of business, 31 August 2005. Specifications: United States Air Force Academy Purchase Description 34TRW/SDCU-184 Polartec? Series 200 Water Repellent Thermal Blanket 20 January 2005 ABSTRACT. This purchase description covers the requirements for Polartec? Series 200 double-faced pile fabric blanket for the United States Air Force Academy. 1. SALIENT CHARACTERISTICS: a. The blanket shall be made of Polartec? Series 200 double ?faced pile fabric. The Polartec? Series 200 unique process shall provide water-repelling properties for the life of the blanket. b. The Polartec? Series 200 shall have a finish on both sides of the blanket for maximum durability and resistance to pilling. c. The Polartec? Series 200 shall have superior insulating properties with CLO values of 1.2. and highly breathable. d. The Polartec? Series 200 shall resists mildew. 2. COLOR: a. Color: The Polartec? Series 200 Blankets shall be in the following colors: Pimento, Blue Steel, Gold, and Air Force Academy Blue, see Table I. Polartec? Series 200 Blanket Cable Colors below. The Polartec? Series 200 colors shall be in accordance to the Standard Color Reference of America, l0th Edition. The thread used for serging all four sides of the blanket shall match the cable color for each blanket. Table I. DESIGN: a. Size: The size of the blanket shall be 90" long by 67" wide, with a tolerance of + 1/2". b. Serge Finish: The blanket shall have a serged seam finish for stability, on all four sides of the Polartex? 200 Series blanket. The color of the thread shall be similar to the Polartex? 200 Series blanket color. The serge finish shall have 8-10 serge stitches per inch. 4. LABEL: A. Sample of identification/Care Label: The blanket shall have a white cloth identification label, measuring 2 l/2" long by 2" wide, see label below. PACKAGING: Packaging and Marking: The preservation, packing, and marking shall be as specified in the contract or order. 6. FIRST ARTICLE: First Article: Before production is commenced, the contractor shall submit to the contracting officer, for approval, the following items: One finished Polartec? Series 200 blanket conforming to the requirements of this purchase description. 7. INSPECTION: a. Inspection: The contractor shall inspect the finished products 100% for compliance with this purchase description prior to submitting to the USAFA for final inspection by 34 TRW/SDCU Quality Control personnel. b. Final Inspection: The point of final inspection and acceptance of the finished articles shall be at the USAF Academy, using ANSI/ASQC Z1.4-1993 and this purchase description. c. Inspection Levels And Acceptable Quality Level: Inspection levels and acceptable quality levels (AQL?s) expressed in defects per hundred units (DHU) shall be in accordance with ANSI/ASQC Z1.4-1993. To get an accurate understanding of defects per hundred the inspector shall follow ANSI/ASQC Z1.4 Inspection Levels and it?s instructions. To obtain a copy of ANSI/ASQC Z1.4: 1. X G Incorrect, measurements will be scored using the size-measurement defect, AQL level 4.0, Inspection Level S-3. X H Serge finish does not have 8-10 serge stitches per inch. X I Labels sewn on sloppy, not readable, made of poor material, or missing. X J Missing Instruction Label or Code 39 Bar label. Bar code 39 not scannable and or not readable by government system.
