Description
NAIC Code 541511. The Department of Transportation, Federal Transit Administration (FTA), Office of Procurement contemplates negotiating a sole source purchase order, under the authority of 41 U.S.C. 235(c)(2) and ?Federal Acquisition Regulation (FAR) Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements,? for the latest proprietary software license releases, maintenance and upgrades as needed, along with the corresponding technical and training support from Telelogic North America Inc (?Telelogic?). The licenses shall consist of GSA System Architect ? Concurrent Licenses, and System Architect ? IRMA and maintenance for System Architect ? IRMA. The technical and training support services shall include, but not limited to, providing training and consulting on Enterprise Architecture with the use and operation of the Popkin System Architect 10.1, and the iRMA add-on for aligning EA with the Federal Enterprise Architecture. The products are held as proprietary by the vendor, and if third party access or maintenance is allowed may be cost prohibitive and not in the best interest of the government. The period of performance is expected to be from September 2005 to November 2005. The award to Telelogic is not expected to exceed the amount of $49,500. NO SOLICATION OR REQUEST FOR QUOTE IS AVAILABLE. However, any firm who believe they have the capability to perform this requirement must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet this requirement. Responses received as a result of this notice shall be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses will not be considered as either proposals or bids, and cost or pricing data is not solicited. Oral communications are not acceptable in response to this notice. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion.
