Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Biology Branch (RBB), intends to procure on a sole-source basis with Ellen A, Inc., 671 Tingle Ave, Bethany Beach, DE 19930 to build and test enhancements to the RBB?s Government owned custom designed sonobiological effects apparatus. The custom designed sonobiological effects apparatus was procured under purchase order 263-MQ-415354 from Ellen A Inc. One of the projects RBB is studying is the sonobiological effects in liquids due to high intensity ultrasound exposure. Cavitation is responsible for the high temperatures and pressures needed to create energetic chemical species that are the focus of studies using this apparatus. Cavitation occurs when acoustic pressure due to the passage of ultrasound through the transmission medium interacts with gas-filled voids called cavitation nuclei. Within a faction of an acoustic cycle or over many cycles, depending on the intensity of the ultrasound, the void grows and collapses until it becomes unstable. During the final collapse, the local temperature within the interior of the bubble and an interface at the gas liquid boundary exceeds 5,000 ?K. High temperatures and pressures produce free radicals which are responsible for the observed chemical products. Recently, Umemura et al. has shown the addition of a second harmonic ultrasound signal to the fundamental signal can enhance sonobiological effects. This approach may have important clinical applications for controlling cavitation production in vivo. Ellen A is to build the enhancements to RBB?s sonobiological effects apparatus that will provide the experimental conditions needed to study cavitation phenomena due to second-harmonic superimposition. Ellen A shall: 1) extending the operating frequency of the apparatus; 2) provide a means to measure the acoustic field generated by the apparatus; and 3) providing non-perturbing fixtures for additional types of experiments. The contractor shall ensure all mechanical, electronic and software changes are fully compatible with the existing apparatus. Dr. C.L. Christman, Founder and CEO of Ellen A, Inc. is an internationally recognized authority in ultrasound dosimetry and was the first to show that microsecond pulses of 1 MHz ultrasound can lead to free radical formation in aqueous solutions. Ellen A is the only vendor qualified to make these enhancements to the Government owned sonobiological effects apparatus. It is expected that up to 10-fold increase in the efficiency of sonodynamic therapy (the synergistic effects of drugs and ultrasound) in tumor cell killing by using this new apparatus. These enhancements must be compatible with the existing equipment and the only source known to the NCI researcher that can meet the aforementioned requirements is Ellen A Inc. The Government?s intent is to upgrade one of its instruments, and capability statements offering a new instrument or that will not maintain the warranty and service plan of its Government owned Ellen A Inc sonobiological effects apparatus will not be considered. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on August 25, 2005. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
