Description
In accordance with Simplified Acquisition procedures, The National Cancer Institute (NCI), Health Promotion Research Branch (HPRB), plans to procure on a sole source basis, Special supplemental journal issue for the Journal of Nutrition Education and Behavior (JNEB) for the outcomes for the Diet and Communication workshop, with Elsevier Inc., 6277 Sea Harbor Drive, Orlando, Florida 32887. The North American Industry Classification System code is 511120 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The purpose of the request is to produce a supplemental journal for the scientific community on a topic of critical interest to the Health Promotion Research Branch and the Behavioral Research Program, specifically from the outcomes of an NCI co-sponsored Diet and Communication workshop that was held in July 2005. The articles to be assembled for this special supplement are based on the presentations given at this meeting. The JNEB is the official publication of the Society of Nutrition Education (SNE). This special issue will be distributed to the nutrition research community and will help disseminate important research. This supplement is critical in that it will augment an area of research where there has previously been a void of applied information. Elsevier Inc, is the exclusive publisher for the Journal of Nutrition Education and Behavior as well as JNEB is the official publication of SNE. Elsevier Inc., is the only source known to the NCI that can provide the services required to produce this supplemental journal. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT on August 25, 2005. All questions must be in writing and can be faxed to (301) 402-4513 or sent via electronic mail to holdcram@exchange.nih.gov. It is the vendors? responsibility to call 301-402-4509 to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA). NCI-50135-NG must be referenced on capability statements received in the contracting office.
