Description

This is a sole source combined synopsis/solicitation for services prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Part 12, Acquisition of Commercial Items, as supplemented with additional information included in this notice. This is not a request for competitive proposals and no solicitation is available. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. A determination by the Government not to compete the proposed actions based on responses to this notice is solely within its discretion. This also serves as a notice of intent to award on a sole source basis (Ref. FAR 6.301-2, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements), with Dr. Harold Lentzner on other than a full and open competitive basis because they are the only known source able to provide the required services most cost effectively. By virtue, Dr. Lentzner is uniquely qualified and capable of carrying out the requirements of the proposed purchase order. The offeror shall provide pricing for the following Professional Service Contract to perform teacing modules revision and testing, present workshops, prepare reports evaluating workshops for further outreach and improvements.
