Description
The Contract type being considered is a Firm-Fixed price type contract. The DOE/AL intends to purchase the following item: AN/PSQ-18 M203 Day/Night Sight (DNS) Quantity 165 The AN/PSQ-18 M203 Day/Night Sight (DNS) is an enhanced fire control system for the M203 40mm grenade launcher. The DNS provides increased firing accuracy over the current quadrant and leaf sight systems for both point and area targets from 35 meters to 400 meters in day or night conditions. The increased first round accuracy is enhanced because the DNS LCD displays the distance to the target, has indicators that show the correct cant of the weapon, and an IR pointer and IR Illuminator for aiming at night while using night vision goggles. This provides 24-hour first round hit capability for the operator, reducing inaccuracies. Accuracy is of critical importance for this system so the mission can be successful. The AN/PSQ-18 DNS by Insight Technologies is the only acceptable equipment that will meet the OST objectives. The DNS is the only sight discovered during research that will add day/night capabilities to an operator using an M203 system. The following are the unique characteristics incorporated within the AN/PSQ-18 DNS. ??? Integral Aiming and Target Illuminator Beams. ??? DNS can be mounted on either the 9 in. or 12 in. M203 tubes. ??? Achieves better than five-meter accuracy, day or night. ??? LCD displays distance in meters, cant indication & low battery information. ??? IR pointer pulsates when launcher is canted off-center. ??? Uses a single AA battery ??? Waterproof to 66 ft. ??? Meets all US Military environmental shock and vibration requirements. Since the OST is a unique paramilitary organization, it is imperative that our equipment meets standards that are equal to or exceed the durability our US military requires. ??? Tactile button controls IR pointer. ??? Mechanical range scale for firing without battery. ??? Integral iron sights. ??? Lightweight-17.7 oz. ??? The DNS can be mounted and dismounted in the field without tools. ??? During night operations conducted with Night Vision goggles, the DNS aiming laser will pulsate when the weapon is canted and will become steady when the weapon is vertically oriented. ??? The DNS is equipped with an optional Safety Block for force-on-force training that prevents the operator from accessing the non-eye safe modes of operation. The DNS does not diminish the rate of fire for the M203 40mm grenade launcher at 5-7 rounds per minute. The DNS has five modes of operation; OFF, DAY MODE, AIM LO, DUAL LO, and DUAL HIGH. The basic contract award amount is estimated to be less than $222,000. The contract shall be awarded prior to 30 September 2005. The needed delivery date for a partial order of approximately one-fourth of the above is 5 October 2005, one-fourth is requested by 5 November 2005 and the remainder is required by 5 December 2005. Shipment will be to US Department of Energy/NNSA, Office of Secure Transportation; 4th Ave. Bldg 1789, Barling, Ar. 72923. All items will be accepted at an earlier date if available. Shipment will be FOB destination. Accordingly, the NNSA Service Center intends to conduct this sole-item/sole-source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1 and no other items or sources will be considered. A public solicitation will not be available. Numbered note 1 applies. This notice satisfies the requirements of FAR Part 5. This is not a solicitation for proposals or an invitation for bids, nor does it represent a commitment by the government to pay for costs incurred in the preparation and submission of data or any other costs incurred in response to this announcement. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm ability to provide a product as described above.
