Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Habitat Conservation Division, Caribbean Field Office, located in Lajas, Puerto Rico intends to acquire educational materials and tools for the completion and operation of the Mobile Learning Laboratory on a sole source basis with St. Croix Environmental Association, Inc. (SEA) based on the following reasons: 1) The SEA in coordination with the U.S. Virgin Islands Department of Planning and Natural Resources has developed the Mobile Learning Laboratory and its related discovery modules to this point; 2) The objective of this project is to supplement an ongoing project; 3) The outlines of the educational materials have been created thus far and will be created as part of this project and the design of the learning lab is the intellectual property of SEA; 4) SEA has the technical capability and educational experience to complete this project; 5) SEA has the contacts and experience within St. Croix necessary to ensure that the project supplements the existing My Environmental Education program in which the organization participates with the local Department of Education.. The anticipated performance period is from the date of the award through September 30, 2006. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within twenty days after date of publication of this synopsis will be considered by the Government. Proposals should be faxed to Carey Marlow at (816) 426-5067 or (816) 426-7530. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully acquire the materials to complete and operation of a mobile learning laboratory; 2) Demonstrated contacts and experience within St. Croix; 3) Demonstrated ability to provide staff to operate the Mobile Learning Laboratory once project is complete; 4) Demonstrated past performance on similar projects involving the creation of educational materials and Mobile Learning Laboratory software. The applicable NAICS code is 541990. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
