- GSTC?s New CPS Software Maintenance Contract August 15, 2005 Background Single Edition Quadrangle (SEQ) maps and Secondary Base Series (SBS) maps to support the mission of the United States Department of Agriculture Forest Service are produced at the Geospatial Service and Technology Center (GSTC). These maps are produced on GSTC?s Cartographic Production System (CPS). Two contracts were previously awarded to T-Kartor Sweden to help build CPS. CPS architecture includes COTS technology in the form of ArcGIS and T-Kartor?s CPS NG, as well as custom applications to meet GSTC mapping requirements. Description The USDA Forest Service intends to award a follow-on contract to T-Kartor. Software maintenance is required for T-Kartor?s CPS NG COTS product as well as all customized extensions of CPS NG that are used in CPS. This contract will not require maintenance of ESRI?s COTS ArcGIS suite, however, required functionality that is not available in ArcGIS COTS modules shall be delivered by means of appropriate custom development. The new contract shall provide software maintenance beginning November 1, 2005 for up to five years. It shall include maintenance to provide software defect resolution, developer-level technical support, updates to baseline software, and maintenance of online help documentation. The new contract shall also provide the following optional deliverables: Software enhancements On-site technical support Miscellaneous expert consultation Additional production licenses (internal and remote) Formal classroom training The new contract will be awarded as a sole source procurement for the following reasons: CPS NG COTS is proprietary software developed by T-Kartor. Its maintenance or enhancement is possible only by T-Kartor, or with their permission and cooperation. While the Government owns custom software developed by T-Kartor for CPS, it is tightly integrated with CPS NG COTS. It is not reasonable to expect a third-party contractor to be able to maintain or enhance this customized software in an efficient, timely, or cost-effective manner, without the cooperation of T-Kartor. Optional CPS licenses are available only from T-Kartor. Without experience and skill with CPS development it is unreasonable to expect a third-part contractor to provide on-site technical support at GSTC. Without experience and skill with CPS development it is unreasonable to expect a third-part contractor to provide miscellaneous expert consultation. Without experience and skill with SEQ and SBS CPS production it is unreasonable to expect that a third-party contractor could provide appropriate training. The new contract will not require maintenance of ArcGIS software. This is addressed by an existing USDA Forest Service agreement with ESRI.
