- Preparation of an Annual Energy Management Report for Federal Agencies. This report measures the annual progress of Federal Agencies in meeting the goals and requirements of Executive Order (EO) 13123. The report covers energy consumption for tactical vehicles, different categories of buildings, water consumption, strategies used to reduce energy consumption and improve efficiency and renewable energy utilization. The contractor shall prepare the report utilizing procedures, forms and guidance of government provided reference documents, compliance documents, and information provided by the Department of Defense (DoD) components. The Contractor shall conform to all requirements contained in compliance documents. The Contractor shall utilize all information from reference documents to produce the FY 2005 Annual Energy Management Report (which includes an Energy Scorecard Report and the Office of Management a Budget (OMB) Circular A-11, Exhibit 55), and the FY 2006 Implementation Plan by the contract completion date. The Government is soliciting offers for a 3-month base service period of : 01 September 2005 or date of award through 30 November 2005, and 4 ? 3 month optional service periods: 01 September 2006 ? 30 November 2006; 01 September 2007 ? 30 November 2007; 01 September 2008 ? 30 November 2008 and 01 September 2009 ? 30 November 2009. Any contract awarded will be Firm Fixed price (FFP). This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information; proposals are being requested and a written solicitation is available. This announcement and the document, which can be accessed at the URL identified below, constitute the only solicitation. The solicitation is issued as a Request for Proposal (RFP) and has incorporated provisions and clauses as in effect through Federal Acquisition Circular 2001-26.
