- This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13, as supplemented with additional information in included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. This is a 100% small business set aside. The NAICS code is 322121. Request for Quotation Number is SA7023-05-Q-0101. Document Automation & Production Service, 4165 Communications Boulevard, Suite 2, Wright Patterson Air Force Base is the Procuring Office. The requirement is for 25,500 pounds of Type I Target Paper. Also required is Cut Sheets of Target II Paper in the following sizes: 22 ?? x 35? total 137,700 sheets; 23? x 34 7/8? total 16,000 sheets; and 23 ?? x 39 ?? total 88,000 sheets. All paper must be in accordance with Military Specification MIL-P-10831B. Further information is available by contacting the contracting officer. This is a specialty wood pulp paper suitable for use in printing paper targets for pistol and rifle firing practice. The composition of the material is not specified, however the finished product shall comply with all the requirements of the specification. The color of the printing side shall correspond reasonably in shade to the color of chip numbers 37855 or 37886 of Federal Standard No. 595. Both types of target paper shall be capable of being printed in any of the following printing processes: Offset, letterpress or flexographic, using a good grade of commercial printers ink. The paper comes in Type I and Type II, lightweight and heavyweight. The basis weight of Type I paper shall be 60 (+ or -) 3 pounds/500 sheets/24 inches x 36 inches. The basis weight of Type II paper shall be 120 (+ or -)5 pounds/500 sheets/24 inches x 36 inches. The thickness of Type I paper shall be .006 (+or-).0005. The thickness of Type II paper shall be .011 (+or-) .0005. Penetration of the target paper by 38-caliber wad-cutter ammunition shall produce a minimum of 90% clean-cut holes so that the surface or edge is sharply defined or outlined. The contractor shall provide delivery on an FOB destination basis to the DAPS location at Building 108 2nd Floor, Rock Island, IL 61299-7520 by 9/16/05. The paper must be in accordance with the military specification. Samples must be provided and evaluation prior to any award. Instructions to Offerors, Commercial Items FAR 52.212-1 is incorporated by reference and applies to this acquisition.
