Description
Three full mission, ship simulator ownships (CGC SMITH, CGC MCALLISTER, CGC DOBBIN), installed by Ship Analytics as build 24, shall be modified to install one dual throttle assembly and one steering wheel helm assembly, in each of those three ownships. All six of the controller assemblies shall be the Ship Analytics approved and provided type and model as required to properly integrate into the three build 24, SCGDA computers. All modifications to the Ship Analytics hardware, firmware, proprietary and COTS software, equipment chassis, cabling, and labor shall be performed and calibrated so as to control the virtual ownship's movements, within the virtual world, the speed, direction, rate of change, degree of change, and linearity of change to be accurate to within 5%, of those same factors, to the actual hydrodynamics of all installed, modeled USCG cutters. Two full mission, ship simulator ownships (CGC YEATON and CGC SATTERLEE), installed by Ship Analytics as build 24, shall be modified to upgrade all alidade stand and steering stand gyro indicators. All currently installed electro-mechanical gyro systems for both of those ownships shall be completely uninstalled including all hardware, firmware, proprietary and COTS software, equipment chassis, floor mounting, cabling, and labor. Four Sperry DBR gyro repeaters, the model and type approved and provided by Ship Analytics, so as to properly integrate into build 24, shall be installed, integrated, and calibrated including all hardware, firmware, proprietary and COTS software, equipment chassis, floor mounting, cabling, and labor. Each of the two ownships shall have one gyro repeated located in a Ship Analytics approved and provided floor mounted alidade stand. This alidade stand shall be located so as to provide calibrated azimuth readings off the gyro repeater dial to all virtual objects on all currently installed visual scene projection screens, accurate to within 1/2 of 1 degree, refresh adjusted no longer than once per second. A mounted visual bearing reading device for each of the two alidade stands shall also be provided from Ship Analytics of the model and type approved of so as to integrate into the build 24 site. Each of the two ownships shall have one gyro repeater installed in the respective ownship steering stands. These steering stand gyro repeaters shall have the same accuracy and update rate as the previously mentioned alidade stand gyro repeaters. All gyro repeaters shall indicate the virtual ship true heading while in-simulation, virtual time is either advancing or not, accurate to within 1/2 of 1 degree, refresh adjusted no longer than once per second. Five full mission, ship simulator ownships, installed by Ship Analytics as build 24, shall be modified to upgrade, or newly install, the Ship Analytics Navigation Instrumentation System in each of the ownships. Ownships CGC YEATON and CGC SATTERLEE shall have the currently installed, dual CRT touchscreen and controller PC interfacing to a DEC terminal server, all removed and replaced with two new controller PCs, two dual 17" ELO LCD touchscreens, and all hardware, firmware, proprietary and COTS software, equipment chassis, mounting, and cabling. These four ELO 17" touchscreens shall be GFE. Each ownship, CGC SMITH, CGC MCALLISTER, and CGC DOBBIN, shall each have a new installation of one controller pc and one 17" ELO LCD touchscreen, and all hardware, firmware, proprietary and COTS software, equipment chassis, mounting, cabling, and labor. These three ELO 17" touchscreens shall be same model as the four other GFE monitors provided, and shall be purchased and provided by the contractor. Numbered Note 22 applies as follows: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
