Description
This Amendment to Pre-Solicitation Notice FA7000-05-R-0025 is hereby issued to acknowledge that the solicitation will be issued as an RFQ vs. a formal RFP. Due to internal system errors, an "R-type" solicitation number for RFP vs. a "T-type" solicitation number for RFQ was initiated. However, this is not accurate and this amendment is issued to correct that misconception. A letter RFP will not be issued. Instead, an SF 1449 RFQ FA7000-05-T-0123 will be issued in its place. All steps and procedures are in compliance and accordance with Simplified Acquisition Procedures under FAR Part 12 and 13. The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy Colorado, intends to award a sole source commercial purchase order to Agilent Technologies, Inc. The requirement is to replace the eleven [11] year old LC/GC/Mass Spectrometer for the Chemistry Department at USAFA CO. The Department of Chemistry has an important need for an ESI/MALDI LC/MSD TOF Mass Spectrometer System to meet the requirements of large molecule inorganics or organometalics, nonvolatile molecules and protein/peptide analysis in advanced chemistry courses and work being done in the chemistry research center. Time-of-flight mass spectrometry [TOF MS] was developed in the last 1940’s, but until the 1990’s, its popularity was limited. Recent improvements in TOF technology, including orthogonal acceleration, ion mirrors [reflections], and high-speed electronics, have significantly improved TOF resolution. This improved resolution, combined with powerful and easy-to-use electrospray [ESI] and matrix-assister laser desorption ionization [MALDI] ion sources, have made TOF MS a core technology for the analysis of both small and large molecules. Most of the introductory organic or analytical chemistry courses work with volatile organic compounds that can easily be analyzed on Gas Chromatograph Mass Spectrometers [GCMS. As chemistry courses advance into courses such as Biochemistry, Macro Biochemistry and Materials Science studies larger and more complex molecules are studied. To work with these large molecules, a new type of sample introduction process is needed to transfer, separate and inject Liquid Chromatography [LC] into a mass spectrometer [TOF MS]. As well as being an extremely sensitive detection system [TOF MS] can separate large proteins and peptides, like RNA and DNA for example. The purpose for this sole source acquisition is to provide a more “user friendly”, easy to maintain, and highly technological ESI/MALDI LC/MSD TOF Mass Spectrometer System that is capable of meeting the needs of the USAFA Chemistry Department, departmental teaching criteria and student ease of use requirements. The Agilent Technologies model 1100 series ESI/MALDI/ LC/MSD TOF Mass Spectrometer System is the only brand name/sole source that can satisfy the government’s requirements. The North America Industry Classification System Code [NAICS] is 334516 and the size standard is 500 employees. All responsible sources may submit a response, which if timely received, will be considered by 10MSG/LGCB.
