- This is a Pre-Solicitation Notice: The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), National Veterinary Services Laboratory (NVSL), intends to acquire construction services for our facility in Ames, Iowa. This requirement is for the installation and start up of Government Furnished Equipment (GFE) to include a Diesel Generator (500 kw) and a Transfer Switch (1600A). The contractor shall provide design and construction services for the requirement. These services shall include a design of the necessary installation, connections to existing components, trenching, startup, testing and all other work necessary for the successful operation of the GFE. The contractor shall furnish all plant, labor, equipment, and materials necessary to accomplish the work referenced above, in accordance with the statement of work, specifications and drawings (plans). The contractor shall be provided specifications for the GFE and record drawings for the site location. All effort shall be completed within approximately three months (90 calendar days) after award and the issuance of the notice to proceed. This requirement is Set Aside for Small Businesses. This procurement is to be awarded as a fixed price contract/order. The estimated price range is between $25,000 and $100,000. The solicitation number, APHIS-05-045, is to be affixed to all documents submitted in reference to this requirement. It is anticipated that the solicitation/request for quotes (proposals), #APHIS-05-045, is to be released on or about August 31, 2005 and proposals/quotes will be due on September 13, 2005 at 4:30 p.m. (east coast time). The requirement will be posted to the following website: www.FedBizOpps.gov. The contracting official’s contact information by mail is: USDA, APHIS, ESB; Attn: Cynthia D. Barzey; 4700 River Road, Unit 115 (6A40); Riverdale, Maryland 20737, fax: Construction Contracting Branch, attention: Cynthia D. Barzey at (301) 734-4846 or email: Cynthia.D.Barzey@aphis.usda.gov. Telephone requests will not be accepted. Paper copies of the RFP/RFQ and/or amendments will not be issued. The solicitation and any attachments and/or amendments will be made available electronically at the following website address (www.fedbizopps.gov). This procurement is a Small Business Set Aside, NAICS code 236210 (Small Business Size Standard - $28.5 million). The offeror must submit a street mailing address and an email address (if available). All responsible sources may submit an offer which will be considered. Proposals/Quotes will be due no later than 4:30 p.m. local time (East Coast – state of Maryland) on September 13, 2005.
