- NAICS Code: 519190. The U.S. Environmenatl Protection Agency (E.P.A) intends to negotiate a sole source contract with the Dialog Corporation of Arlington, VA for a one year subscription access, plus 4 option years, to Dialog's database library of files. The U.S. EPA believes that the Dialog Corporation is the only source capable of providing this database access. The procurement regulation permitting Other Than Full and Open Competition is FAR Part 13.104 since this procurement is being considered a commercial service. The base period of performance is expected to be from October 01, 2005 through September 30, 2006. All interested parties who believe that they can provide these requried services should fully explain their capabilities and qualifications in writing with 15 days from the date of this announcement. The intent of this synopsis is to determine if any other sources exist and, therefore, no Request For Quote (RFQ) is available unless the interested party provides the aforementioned information. Consequently, any responses that fails to provide the aformentioned information and instead just requests a copy of the RFQ, will not be honored.
