- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Government Surplus items are acceptable and need to meet the following evaluation criteria: New/Used are acceptable, Part Number and Manufacturer verification is required (Lockheed, P/N 3403172-1), Test and Verification is required. Other: End user retains the right to reject at shop level inspection. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) FA8518-05-Q-77298. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This solicitation is not a small business set-aside. The associated standard NAICS and small business size standards are 334515 and 500 employees respectively. Warner Robins Air Logistics Center, Robins AFB, GA contemplates negotiation on a limited source basis with Lockheed (CAGE 98897) and Precision Mold and Tool (1HC54) for the following items: CLIN 0001, NSN 4920-01-236-7670, TEST SET INDICATOR P/N 3403172-1, 1 each, applicable to the C-130 aircraft. This item will be shipped to FE6041: 129 RQW LGS, 681 Macon Rd., Moffett Field, CA 94035-5006, FOB is Destination with a required delivery date of 30 Nov 2005. Inspection and Acceptance: Destination. A DD250 will be required, please forward to FA8518, WR-ALCLEKSF, 295 Byron St., Robins AFB, GA 31098-1611. The data or the rights to use the data needed to purchase this part from additional sources are not owned by the Government and it has been determined that it is uneconomical to purchase them or to reverse engineer the part. The contractor will be responsible for inspection, IAW FAR 52.246-1. Packaging requirements: COMMERCIAL ATSM D3951, AFMCFARS 5352.247-9007 Preservation and Packaging and AFMCFARS 5352.247-9005 Shipping Container Marking of Item Name(s) or NSN/MMAC. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition; addenda to the clause are not included. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Subsections (b)(11) through (b)(15) of the additional FAR clauses cited in the clause are applicable to the acquisition. A commercial warranty is requested. DFARS 252.225-7000, Buy American Act- Balance of Payments Program Certificate (Jun 2005). Items will be warranted free of defects in materials and workmanship for a period of 12 months from time of shipment from origin. A Defense Priorities and Allocations System (DPAS) DO code of A70 is applicable to this solicitation. Commerce Business Daily numbered note 22 is applicable to this solicitation.
