Description
1. DESCRIPTION. This Request for Information (RFI) seeks information about existing automatic data fusion capabilities that may apply to processing multi-INT data for Maritime Domain Awareness (MDA). MDA data fusion focuses primarily on generating and maintaining tracks on vessels approaching US shores with extension to tracking vessels world-wide. This RFI also requests information on analysis tools that may be used for MDA including data mining, pattern recognition, and anomaly detection. The capabilities must be automated to handle large quantities of data and have the functionality to process disparate data types (Signals Intelligence (SIGINT, Measurement and Signatures Intelligence (MASINT), Imagery Intelligence (IMINT), Infrared Intelligence (IRINT), Acoustics Intelligence (ACINT), Human Intelligence (HUMINT), Open Source Intelligence (OSINT), etc???). 2. NOTICE. This notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at responder expense. Not responding to this notice does not preclude participation in any future RFP if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor these sites for additional information. 3. BACKGROUND. In response to the recent Presidential Directive on Maritime Security, the DHS Sponsored MDA Senior Steering Group (SSG) recently completed the Initial Draft MDA Technology Roadmap with representation from DoD, DHS, DOE, and numerous other government departments and agencies. This MDA Roadmap identified fusion as one of the greatest challenges to U.S. maritime security. DHS has the responsibility to identify commercial MDA fusion technologies for follow on national investment. The purpose of this RFI, therefore, is to identify the most current MDA related fusion activities that could support and guide this critical investment. Pursuant to the RFI, follow on MDA Community RDT&E efforts will focus on automatically monitoring commercial and recreational maritime traffic. These efforts will also include automatic high-fidelity vessel tracking, establishment of traffic patterns, and automatic detection of anomalous vessel behavior. Therefore automatic fusion algorithms will be required to form an accurate, comprehensive fused maritime Common Operational Picture (COP). 4. INFORMATION REQUEST. Pertinent information on these automatic data fusion capabilities is provided in the attached survey questionnaire. Please respond to each question as completely as possible. Additional information may also be included, provided it falls within the specified eleven (11) page limit. 5. SUBMISSION REQUIREMENTS. In order to evaluate the offerors??? Data Fusion activities, responses must include: (1) A cover page with company name and address, with business and technical contact information to include e-mail, fax, telephone, and web page. (2) Identification of any existing federal government contracts for the Activity, including agency, agency point of contact, and contract / purchase order number. (3) A response to the Survey Questionnaire. The Survey Questionnaire is available at the SPAWAR e-Commerce Central web portal. All responses (one response per company) are to be provided on company letterhead and limited to eleven pages. All data received in response to this RFI marked or designated as business confidential or proprietary will be fully protected from release outside the government. Responses must be submitted via the SPAWAR e-Commerce Central web portal at https://e- commerce.spawar.navy.mil/. Questions regarding submissions may be sent to any of the POCs listed in paragraph 6. Contacts must be made by email only; special arrangements can be made if it is necessary to send additional classified information. All packages submitted electronically or by electronic media shall be free of any computer virus. If a virus is found, the package will be destroyed and a replacement will be requested, which must be provided within three days after notification. Response to this RFI must be submitted to the SPAWAR e- Commerce Central web portal not later than 1:00 pm (PDST) on September 15, 2005. 6. POINTS OF CONTACT.
