Description
This is a Pre-Solicitation Synopsis. The Global Hawk Systems Group, Contracting Division, Wright-Patterson Air Force Base, Aeronautical Systems Center, anticipates the continued procurement of Low Rate Initial Production (LRIP) assets through fiscal year 2008. Requirements for these procurements include, but is not limited to, Global Hawk Air Vehicles (AV), Mission Control Elements (MCE), Launch and Recovery Elements (LRE), Enhanced Integrated Sensor Suites (E-ISS), engineering updates, configuration management, flight test demonstrations, systems integration, and support segments. These components comprise the Global Hawk System. It is the Governments intent to release a solicitation for these requirements on a Sole Source basis IAW FAR 6.302-1, "Only one responsible source" being Northrop Grumman Integrated Systems, located at 17066 Goldentop Road, Rancho Bernardo, CA, CAGE Code 78022. *Subcontracting possibilities do exist. The proposed effort involves work classified at the SECRET level with potential to go higher. For planning purposes, the Government intends to release an RFP for this requirement in September 2005 for LRIP. A Fixed Price Incentive (FPI)Firm contract arrangement is contemplated, commencing in May 2006. However, the Advance Procurement for the Long Lead items is slated to commence in August 2005. Interested firms must possess capabilities to meet the following criteria: -ability to manufacture, integrate and test the Global Hawk UAV with related ground segment, -ensure the AV sensor suites for the Global Hawk and associated ground station components interact through secure BLOS or LOS data links including the receipt of airborne system health status, -demonstrate efficient subcontractor and vendor product acquisition management including working with other Government communications, sensors, and ground station developers, -possess experience in interacting with Government acquisition program offices, -ability to obtain a U.S. SECRET level security clearance -provide a secure facility for the development and production of all Global Hawk systems components including Automated Information Systems.
