Description
I. SCOPE OF SERVICES The mental health services to be provided under this subcontract shall conform, at a minimum, to mental health services specified in the Job Corps Federal Regulations (Title 20 Code of Federal Regulations, Part 638.510), in the Job Corps Policy and Requirements Handbook (PRH), Chapter 6 and applicable Technical Assistance Guides (TAGs). To accomplish these ends, the Professional shall: A. Provide health services for a minimum of nine (9) hours per week. Any additional hours must be approved in advance by the Center Director. The services will be provided at the facilities located at the Center Health Services Clinic. Center staff will provide clinical services in emergency situations only, except as provided in written standing orders. B. Provide staff training, development and consultation (minimum 1 hour per 100 students per week). Develop, implement and monitor the total Center Mental Health Program. Specific duties include, but are not limited to: 1. Advising the Center Director and Wellness Services Staff on all mental health matters and overall Center Mental Health Program; organizational consultation with the Center Director and administrative staff on a regular basis, including staffing requirements. 2. Consulting with Center staff on the development of a system to promote the coordination and integration of the Mental Health Program with other Center programs and activities such as Counseling, Residential Living, and Recreation. This will be done in cooperation with the Center Wellness Services Manager, Center Physician, Center Dentist, and other health professionals, as well as any staff member involved with students. 3. Advising and assisting Health Education Instructors on the implementation of the Health Education Program. 4. Consulting with Center Wellness staff, Counselors, Residential Advisors, instructors, and other appropriate staff concerning the ongoing mental health problems and needs of students. 5. Assisting with program development for the purpose of meeting the life crises of students in constructive ways (for example, by involvement with the Center Disciplinary Program, the Maximum Benefits Program, the Cultural Awareness Program, and the Trainee Employee Assistance Program (TEAP) Program). 6. Providing staff development on using mental health principles and techniques, including, but not limited to, methods for coping with problems related to drug and alcohol abuse, sexuality, conflict and aggression management, and effective communications. 7. Ensuring the maintenance, confidentiality and safeguarding of all student health records. 8. Issuing and maintaining signed and dated standing orders for medical care in accordance with PRH Chapter 6 and TAG 6-Q. C. Provide direct clinical services to students (minimum 1 hour per 100 students per week), including: 1. Advice to the Center Director on student separations for mental health reasons and the cost of mental health services, including inpatient facility use. 2. Diagnosis and evaluative services to students who are inpatients or outpatients. 3. Providing limited forms of psychological treatment including crisis intervention, brief psychotherapy, intermittent supportive psychotherapy, psychotropic drug management and group psychotherapy, as permitted by license and/or accreditation. 4. Assisting with all necessary and appropriate referrals for students terminated for mental health reasons. D. Supporting the Center TEAP Program (minimum of 1 hour per 100 students per week), by providing clinical assistance, support, training and consultation to the Center TEAP Counselor.
