Description
The Government intends to solicit and negotiate on a sole source basis with The Institute for Exploration, 55 Coogan Boulevard, Mystic, Connecticut 06355 for an acoustic and optical survey of the USS MONITOR?S hull and construction of a high-resolution photographic mosaic of the ironclad?s remains. The survey must collect high-definition video footage, high-resolution digital still camera imagery, and sonar imagery. The primary deliverable will be a digital photographic mosaic of the ship?s hull and surrounding wreckage, derived from the collected imagery. In order to ensure maximum high-resolution coverage, and to ensure that no damage will be done to the wreck during the survey, vendor should propose the utilization of a vessel that does not have to anchor over the wreck, along with a towed vehicle and/or a remotely-operated vehicle (ROV) that can be controlled with precision to maintain a constant elevation off the seabed. An additional, optional, requirement is for the vendor to provide a satellite telecommunication link that will enable NOAA to broadcast streaming video feeds back to a shore station where they will be used as part of an educational outreach program. Performance Period is September 26, 2005 through July 30, 2006. Authority: 41 USC 253(c)(1). To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain (and provide on the offer) a DUNS number by calling 1-800-333-0505. The FSC for this is B521 and the NAICS Code is 541370, small business size standard is $4.0 million. The government intends to award a firm-fixed price purchase order for this requirement. The Institute for Exploration is the only know source capable of providing the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 PM August 26, 2005 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required items. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
