Description
The Central Region Administrative Division (CRAD), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries (NMFS) has a requirement for experimental investigation of Hurricane related changes in water quality on the photobiology of Halophila johnsonii. Johnson?s seagrass is a threatened species whose core population is located in the eastcoast of Florida. H. johnsonii occurs in areas highly influenced by changes in the environment especially extreme events such as hurricanes, which can greatly affect salinity, dept clarity and color of the water. Determining how hurricane-induced changes in salinity and optical characteristics of the water column might affect the distribution of Halophila johnsonii are critical to the preservation and recovery of this species. Recent field observations suggest that spectrail-irradiance alterations related to water clarity may cause shifts in abundance and depth distributions of H. johnsonii and the co-occurring conspecific H. decipiens. The government only knows of one source for this service the University of North Carolina, Center for marine Science, Wilmington, NC. The University of North Carolina Wilmington, Center for Marine Science, has seagrass physiological ecologists and is the only known source with current research experience working on Johnson?s seagrass photophysiology and bio-optical properties of coastal waters. To be considered, firms must furnish detailed information concerning their capability to provide the service and satisfy the Government?s needs. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this service previously, and detailed narrative that described your facility and ability to provide this service. This notice is for a service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties must respond within (7) seven days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to University of North Carolina, Center for Marine Science, Wilmington, NC. The Central Acquisition Management Division (CRAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov. Award will not be made to any contractor that is not registered in CCR and BPN.
