Description
This is a notice of intent to obtain a Trimble Kinimatic Global Positioning system (GPS) 5800 with kit including software: Research is being conducted on the spatial organization of numerous commercially, economically and ecologically valuable NOAA resources in the coastal zone. Real-time Kinematic (RTK) accuracy of the position within 1-2 centimeters of their true location in the surface of the earth is needed in order to relocate study sites and conduct scientifically valid studies of resource distribution. The Center for Coastal Fisheries and Habitat Research (CCFHR), at Beaufort, NC has currently state- -of-the art Digital Global Positioning System (DGPS) technology previously purchase from Trimble, including the hardware and the software systems that allow integration of Trimble software and data loggers for data collection and processing. To be considered interest parties must be able to demonstrate their ability to provide a kit that meets the following minimum functional requirements: 1) Horizontal and vertical accuracy: Initially, CCFHR purchase Trimble GPS receivers and software in 1990. The Trimble receivers and software have been upgraded through the years and have provided reliable and accurate data. There GPS receivers have proven dependable and durable collecting data in the marine environment. The Trimble 5800 GPS receiver package is compatible and integrates with the laboratory?s present Trimble data collectors and software and ESRI Geographic Information System (GIS) software. The Trimble 5800 GPS package consists of two (2) fully integrated compact units with 24 channel GPS/WAAS/EGNOS receivers, dual frequency GPS antenna, UHF radios, Bluetooth communications and internal batteries. The rover unit is cable-free and lightweight for all day field use. With the 5800 base station setup, the rover collects real-time kinematic (RTK) data of 1cm horizontal and 2cm vertical accuracy with minimal occupation time per point. The highly accurate horizontal and vertical data is needed for research projects, such as studying depth limits of seagrass, effects of boat wakes on marine habitat and adjusting the vertical measurements to tidal datums and relating to sea level rise research concerns. The 5800 receiver collects WAASH and EGNOS real-time differential positions without a base station. 2) Compatibility with present Trimble GPS hardware and software: The CCFHR at Beaufort, NC has previously invested in state-of-the art DGPS technology from Trimble, including DGPS hardware and pathfinder and Terrasync software systems and ESRI Geographic Information Systems (GIS) that allows integration of the GPS signals. Studies are conducted in geographically remote areas where a backup GPS unit is necessary for consistent data collection. The Trimble 5800 unit will enable the user to establish local horizontal and vertical control where geodetic monuments are infrequent or have a less than desirable accuracy when setting up a GPS base station. The Trimble unit allows consistent data collection and updating of existing GIS data layers to ensure seamless research database. To be considered, firms must furnish detailed information concerning their capability to provide the exact equipment or comparable. Provide descriptive literature and specifications for the equipment that meets the requirements stated herein. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this equipment previously. This notice is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to the Duncan-Parnell, Morrisville, NC. Faxed information can be sent to 816-426-7530, Attn: Sharon Walker. The Central Region Administrative Division (CRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN).
