Description
The purpose of this modification to a previous notice is to inform interested vendors that the requirement has changed to just one site. The solicitation will now be to award a Design-Build contract for design and multi-discipline construction work at one U.S. Coast Guard Location for the Anuenue Digital Microwave Communications Network in Mt. Haleakala, Maui. The work will cover all engineering disciplines, architectural, topographical surveying, geotechnical, environmental, electrical and fire protection services. Work may consist of: site investigation, design analysis, specifications preparation, cost estimates, construction inspection, hazardous material evaluation and removal, design-build drawings, telecommunications and power system studies associated with power transmission lines and related facility projects and construction. The acquisition is for design plans, construction and installation on One (1) 100 ft Tower to support the installation of Government Furnished Telecommunications Equipment and removal of One (1) 70 ft Tower. The project will include all labor, materials, equipment, transportation, supervision, design and installation of a self supporting communication tower and demolition and removal of an existing tower. The tower will be an integral part of a statewide communications interconnect service. The period of performance will be provided in the solicitation. Technical proposal will be required. Award will be made on the basis of best value tradeoff process to the Government. The Design-Build Project will be acquired under the authority of FAR Part 36, Construction and Architect-Engineer Contracts. A site visit is planned. More definite information concerning the site visit (date, time and points of contact) will be included in the solicitation. This solicitation is 100% Small Business Set-aside. The NAICS Code is 237130 with a related small business size standard of $28.5 million. Estimated total dollar amount is between $250,000 and $500,000 for the total contract. The government will evaluate proposals using two-phase source selection procedures. During Phase I proposals will be evaluated on the following three Factors: (1) Past Performance; (2) Technical Qualifications; and (3) Small Business Subcontracting Effort. The three most qualified proposers will be issued Phase II of the solicitation by amendment that will include Phase 2 evaluation factors. Any correspondence concerning this acquisition shall reference Request for Proposal (RFP) Number HSCG89-05-R-601010. The solicitation will be issued via the electronic Posting System at www.eps.gov on or about 16 August 2005, with a planned closing date of 16 September 2005. Telephone, written and Email requests for the solicitation package will not be accepted. Amendments to the RFP will also be provided on the Internet using the same protocol listed above. It is the contractor?s responsibility to check the above listed Internet site daily for any posted changes in this solicitation. For security reasons all Coast Guard Drawings and technical data are available through Federal Technical Data Solution (FedTeDS), which will have a separate link on the FedBizOps web page, identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings and Technical Data. This is a first time buy without any previous contract information.
