- The Naval Facilities Engineering Command, Engineering Field Division, Specialty Center Contracts Core (SCCC), Code AQN00, Port Hueneme, CA 93043 intends to award on a Sole Source basis to ACTA Incorporated of Torrence, CA to perform a study of the methods and algorithms used to quantify the risk associated with explosion effects for the Waterfront Structures Division, Naval Facilities Engineering Service Center, (NFESC), Port Hueneme, CA. Jon Collins and Jon Chrostowski are the principle investigators for explosives safety risk criteria. Their extensive experience in providing risk assessment for the energetic materials industry and for NASA space shuttle launches provided unique qualifications that were applied in the development of this criteria. They are the principle providers of the theory used by DDESB in the development of debris throw simulations and risk based siting technology. This procurement is being issued using the Simplified Acquisition Procedures (SAP), FAR Part 13. See numbered notes. The authority for this sole source procurement is cited in FAR 5.202(a)(13). Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 calendar days from the publication of this synopsis. A notice is solely within the discretion of the Government. Information received will be considered solely for the purpose to notify.
