Description
The Naval Air Warfare Center Aircraft Division plans to issue a Request for Proposal (RFP) on or about approximately 26 August 2005 as a 100% Small Business Set-aside. Reference SOLICITATION NUMBER N68335-05-R-0127. The solicitation will appear on NAVAIR HOME PAGE www.navair.navy.mil/doing_business/open_solicitations/. The following are some of the requirements for the new shipboard/shorebased Mobile Frequency Converter (FC). The new FC shall be a Commercial-Off-The-Shelf (COTS) item. It shall be reliable, self-contained, ruggedized trailer-mounted, modular, solid-state power unit. The FC will be a replacement unit for the current MMG-1A (P/N: 634AS100E-1 and NIIN: 00-097-8327) converters. The new FC shall utilize state-of-the-art technology. As required for any typical Navy support equipment, the new FC shall be highly reliable, maintainable, and supportable. As a shipboard unit, it shall be capable of meeting shock, vibration, environmental, EMI, and mobility criteria. The Frequency Converter shall be configured to operate from 220/440, 3 phase, 60 Hertz (HZ) and 50 HZ Alternating Current (AC) input sources. The Frequency Converter shall provide electric power outputs as follows (as minimum continuous ratings): 115 VAC, 400 HZ, 120 KVA; 28 VDC, 14 KW; 270 VDC 60 KW. The unit shall adhere to the requirements of MIL-STD-704 for aircraft power characteristics and MIL-STD-461 for EMI control. The unit shall be equipped with internally stored input and output power cables. The input cable shall have a useable length of sixty feet. The output cables shall have useable length of thirty feet. Dimensions for the FC shall be equal to or less than the existing MMG-1A (93.5? L, 50.0? W, 42.0? H). The weight shall be minimized and less than 4,000 lbs. The Government anticipates the award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a minimum quantity of 5 Pilot Production Units (PPUs) to be purchased with the first Delivery Order. The remaining procurement is for an estimated 364 FC units, which may be ordered upon completion of contractor PPU testing, and Government suitability and supportability evaluation. The Delivery Order for the FCs is estimated to begin March 2006 and end December 2010. In order to determine the best value, the Government will consider strengths, weaknesses and risks associated with the proposal using the best value method of evaluation. The contract resulting from this solicitation will be awarded to that responsible offeror whose proposal, conforming to the solicitation, is determined to offer the best value to the Government. Factors that will be evaluated: Technical expertise, experience, past performance, and price. This solicitation is a 100% small business set aside. Contractors must be CCR registered.
