Description
The Naval Air Systems Command requires Sustaining Engineering (SE) for the Navy?s UC-35 aircraft beginning January 2006 from the Original Equipment Manufacturer (OEM) Cessna Aircraft located in Wichita, Kansas. The UC-35 aircraft, a FAA type-certified commercial cargo/passenger transport aircraft replaced the USN and USMC CT-39 aircraft in performing Operational Support Airlift (OSA) missions. The UC-35 Cessna aircraft has been modified with Navy required items. The Navy has procured two UC-35C and eleven UC-35D aircraft to-date from the OEM. The proposed effort would capitalize on the unique assets and capabilities currently supporting UC-35D acquisitions and Contractor Logistics Support (CLS) at Cessna?s facilities. This procurement is to acquire access to proprietary OEM engineering information, maintenance data, in-place production and technical resources needed to support the aircraft and provide OEM unique information and publications. The Marine UC-35 is a relatively new aircraft, a derivative of the Cessna Citation V Ultra/Encore, and was first introduced in 1999. Due to the UC-35?s short in-service history and limited deployment, Cessna is the only complete source of historical, developmental, design, manufacturing, modification, and logistics support and test certification data for the Navy unique UC-35 aircraft. Cessna is the only source for providing OEM unique off-site engineering support and depot level maintenance support required to sustain fleet operations. No other source would have access to the developmental information and thus cannot provide the required support during the acquisition and follow-on depot CLS of the UC-35. Therefore, the only source that can provide the necessary OEM unique support in the timeframe required is Cessna. This proposed procurement should provide for the procurement of engineering services estimated worth $100,000 annually for a base and four one-option years. Additional services may be procured to support unique requirements such as accident investigations or engineering investigations. See Note 22
